Background

The scope and scale of delivering health and well-being for all demands innovative partnerships and financing.
UNDP’s partnership with the Global Fund (GF), in line with UNDP’s HIV, Health and Development Strategy 2016-2021: Connecting the Dots, makes a vital contribution to UNDP’s Strategic Plan 2022-2025, the 2030 Agenda for Sustainable Development and the pledge to leave no one behind. When requested, UNDP acts as interim Principal Recipient (PR), working with national partners and the Global Fund to ensure management, implementation and oversight of GF grants, while simultaneously strengthening health institutions and systems for national entities to assume the PR role over time.
In Angola, UNDP has been playing the role of Global Fund Principal Recipient since 2005, helping the Ministry of Health and civil society deliver essential HIV, malaria and tuberculosis services while strengthening health and community systems. In July 2021 UNDP Country Office initiated the implementation of a new consolidated HIV, malaria and tuberculosis Grant, using a subnational approach, over the 2021-2024 period. Concurrently, UNDP will also implement a COVID-19 Award as part of the Grant.
As Principal Recipiant, UNDP Angola has signed a Grant Confirmation with The Global Fund for the grant cycle 7 (GC7) to be implemented from 1 July 2024 to 30 June 2027 supporting the National Response to HIV/AIDS, Tuberculoses and Malaria in Angola.
The management of the GC7 Grant, is led by the UNDP Country Office Project Management Unit (PMU), in collaboration with the Ministry of Health, the Instituto Nacional de Luta contra sida, Worldvision and ADPP. To help the UNDP Project Management Unit (PMU) deliver on the sub-national approach and its expected results, UNDP Angola is recruiting a Driver, based in Bié, who will support the project.

Duties and Responsibilities
Provide reliable and safe driving services
- Drive the UNDP/Global Fund Project vehicles for the timely transport of authorised personnel
- Meet official personnel and visitors at the airport
- Ensure the availability of vehicle insurance, vehicle logs, office directory, map of the city/country, first aid kit and necessary spare parts on board the Project vehicle at all times
- Ensure the proper use of the Project vehicles at all times
- Maintain daily vehicle logs as per instructions
Ensure day-to-day maintenance of the assigned vehicle
- Provide inputs into the preparation of the Project vehicle maintenance plans and reports.
- Perform minor repairs in a timely manner
- Support Project arrangements for major repairs
- Ensure timely changes of oil, check of tires, brakes, car washing, etc.
Ensuring transmission and delivery of documents or supplies
- Help deliver official correspondence to the Project’s national counterparts and partners
- Help deliver office supplies and workshop materials
- Support visa and customs formalities arrangements when required
Stand in for other Project or UNDP Drivers as and when required, in case of leave or other unforeseen absence
Under the guidance and supervision of the Finance & Admin Assistant, the Driver provides reliable and safe driving services ensuring high accuracy of work. The Driver provides driving services to the Global Fund Team in Bié.

Required Skills and Experience
Education:
- Secondary Education. Valid Driver’s license.
Experience:
- 2 years’ work experience as a driver
- Safe driving record;
- Knowledge of driving rules and regulations, chauffeur protocol and courtesies, and local roads and conditions
- Skills in minor vehicle repair
- Prior experience as a driver for an international NGO, Embassy or UN agency an asset.
- Experience in public relations
Language requirements:
- Fluency in Portuguese. Knowledge of English desirable
