Background

Background/Context

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Fiji Multi Country Office (MCO) covers 14 Pacific countries, with field offices/presence in 6 countries, and six ‘focus countries’ (Fiji, Vanuatu, Solomon Islands, Kiribati, Tonga and Samoa). Each field presence is led by a national Country Programme Coordinator with a Programme Officer in Tonga. UN Women, in partnership with Pacific Islands Governments, regional organizations, CSOs, donors and UN agencies, focuses on delivering within four interlinked programme areas:

UN Women’s Pacific Office (MCO) works with governments and civil society organizations across 14 Pacific Island countries and territories to address gender inequality, empower women and build more inclusive societies. Over the last 10 years, Pacific Island countries have taken significant strides towards committing to the protection and promotion of human rights. Despite this, discrimination against women and gender inequality are widely known as the most pervasive and prevalent human rights violations in the Pacific. There remains much work ahead.

While women are increasingly active in the business sector, they are still overrepresented in the informal sector, more likely to be in low-wage or unpaid family employment, and more likely to be affected by an economic crisis, as well as climate and health emergencies. The Pacific still has the lowest global percentages of women in leadership roles, including the world’s lowest overall average of women in parliament.

And although women are now more protected by domestic violence laws passed across the region, the Pacific still has twice the global average of violence against women. When increasingly severe natural disasters strike, women face higher risks of violence and illness and decreased access to critical services like healthcare, shelter, and food. The issues that women face in the Pacific are complex and often compounding, and UN Women works to address these interlinking issues through programme areas.

UN Women in the Pacific region is currently seeking a proficient Web Administrator to showcase, promote, and advance its initiatives through effective online platforms.

As the result of being granted autonomy over the management of the UN Women Fiji MCO section of the UN Women Asia Pacific website, the purpose of this consultancy is to provide webpage administration support to the UN Women Fiji MCO for updates and management of the Fiji MCO section of the UN Women Asia Pacific website.

The role will be carried out under the guidance and direct supervision of the UN Women Communications and Media Specialist, in close collaboration with Communication Officers in Programme Teams.

Duties and Responsibilities

Description of Responsibilities /Scope of Work

The Consultant will be reporting to the UN Women Communications & Media Specialist, who will be the point of contact on the contract and payment issues.

The Consultant will carry out the following job responsibilities:

  • To update and maintain the UN Women Fiji MCO section (http://fiji.unwomen.org) of the UN Women Regional Asia Pacific website (http://asiapacific.unwomen.org)
  • To update and maintain the Protection Cluster Reliefweb Webpage ( https://response.reliefweb.int/pacific-region/protection )
  • The Consultant will be responsible for updating the website with content provided by the Fiji MCO.
  • Maintains the web environment by identifying system requirements, installing upgrades and monitoring system performance, following templates and standards set by UN Women Headquarters/UN Women Regional Office Asia Pacific.
  • Maintains web system performance by monitoring and analyzing it, performing performance tuning, troubleshooting system hardware, software, operating, and system management systems, designing and running system load/stress testing, and escalating application problems to the vendor.
  • Uploading articles with images and other communications and visibility products to the Fiji MCO Section of the UN Women Asia and the Pacific webpage, complying with agreed formats and communication objectives, resulting in high-quality updates to the webpage.
  • The deadline for submission for each assignment will be indicated in the instructions message for upload/edit, etc requests.
  • Expect a turnaround time of 6-12 hours on requests and less for more urgent requests such as Media Releases (1-2 hours with prior warning).

UN Women will provide the Consultant with all the necessary content, information on the activities and materials.

Duration of the assignment

The duration of this assignment will be 200 working days over a 36-months period of work assignment as per the suggested schedule of deliverables below.

The assignment should be carried out within a period of 36 months, not exceeding 200 working days.

Inputs

  • UN Women will provide the consultant with articles, photographs, publications and other content for upload.
  • The Consultant is expected to work remotely using his/her own computer but may access the UN Women Office for printing of relevant documents or should he/she be required to work on-site at any point during the assignment.

Performance evaluation

  • Contractor’s performance will be evaluated based on timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

Financial arrangements

  • Payment will be disbursed on a monthly basis upon submission of report with carried out activities and timesheets and certification by the Supervisor that the services have been satisfactorily performed .

Consultant’s Workplace and Official Travel

For the Consultant that may be residing in the same country, a hybrid work arrangement is favored.

In this arrangement, the Consultant primarily works from home but is encouraged to spend at least one day per week working in the office.

UN Women will not cover transportation cost within or to duty station, Suva, Fiji.

Any travel costs outside of home-based location will be covered separately by UN Women with prior approval based on agreed upon routing and in conformity with UN Women applicable travel rules and regulations.

FUNCTIONAL COMPETENCIES:

Technical Proficiency:

  • At least minimum of 2 years (Master’s Degree) or 4 years (first-level university degree) of working experience on Sitecore Content Management System, particularly with respect to page template design and development is required.
  • Minimum 7 years of experience in communications engineering and information technology.
  • Experience in Web development on other CMS platforms including, Drupal, WordPress is required.
  • Experience in Web programming HTML, DHTML, Java Script, PhP, CSS is required.
  • Experience in Video Editing: Adobe Premier; Productivity: Word, Excel, Access, PowerPoint, Outlook, SharePoint, MS Project; Databases: MySQL, MS Access is required.
  • Experience in working with UN Agencies or international NGOs will be an advantage.

V. Evaluation

Initially, individual consultants will be short-listed based on the following minimum qualification criteria:

  • Masters’ degree or equivalent in web development, programming, communication, or other related fields is required. A first-level university degree with two (2) additional years of progressively responsible experience at the national and/or international level may be accepted in lieu of Master’s degree.
  • At least minimum of 2 years (Master’s Degree) or 4 years (first-level university degree) of working experience on Sitecore Content Management System, particularly with respect to page template design and development is required.

Technical evaluation of shortlisted candidates will be done through desk review of applications on the basis of responsiveness to the Terms of Reference (TOR) as per table below.

Interviews and/or written tests will be organised if needed only, depending on the short-listed candidates’ qualifications.
