Under the Women, Peace and Security Agenda, UN Women delivers normative, operational and coordination support to ensure that women can fully, equally, and meaningfully contribute to building and sustaining inclusive, just and peaceful societies. The rise of cyber scams and cyber-facilitated trafficking in women in Asia-Pacific over the past year has brought new challenges to the fore, threatening women’s security and rights in the digital age. In response, governments, women civil society, and international organisations are mobilising to counter the threat.

Within this context, UN Women is seeking a Programme Officer to support implementation of UN Women Thailand’s projects including the project on combatting cyber-facilitated trafficking of women along the Thailand-Myanmar border area. The Project Coordination Consultant will be responsible for supporting the successful delivery of the projects in Thailand, working closely with UN Women Regional Office for Asia and the Pacific, and consulting with UN Women Myanmar Country Office. In addition, the Programme Officer will be responsible for supporting monitoring and reporting, budgets, engagement with partners and other key stakeholders, and advocacy strategies, communications materials, and events. The Programme Officer will report to Programme Analyst

Duties and Responsibilities

1. Support implementation of Thailand Country’s projects especially the project on combatting cyber-facilitated trafficking of women along the Thailand-Myanmar border area:

  • Support coordination of the project work plan and implementation, according to the project document, and in collaboration with the Thailand Country Programme.
  • Support monitoring of the implementation of activities and the expenditure of funds.
  • Facilitate the preparation of progress reports, and expenditures status reports for the donor and UN Women, including gathering and compiling all necessary information, and coordinating inputs by partners.
  • Record and maintain documents on relevant project activities, issues, and risks, and liaise with the Thailand Country Programme and Project Coordinator to ensure the project results are achieved and resources are managed.
  • Provide inputs from project activities and results into Regional Office reporting.

2. Support engagement with project partners and other stakeholders:

  • Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners.
  • Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.
  • Train partners on Results Based Management and monitor implementation.
  • Monitor budget implementation and make budget re-alignments/ revisions, as necessary.
  • Review, coordinate and monitor the submission of partner financial and narrative reports.
  • Provide technical support to the development of partnerships and resource mobilization strategies.
  • Identify potential areas of cooperation, based on strategic goals of UN Women, country needs and donors’ priorities and develop the relevant partnerships.

3. Facilitate knowledge building and management, and communications:

  • Ensure documentation of the project implementation process and products produced are in accordance with UN Women guidelines.
  • Contribute to the exchange of information and knowledge products internally and externally of the project.
  • Support advocacy campaigns, events, trainings, workshops and knowledge products.

Required Skills and Experience

Education and Certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 1 year of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting or capacity building.
  • Experience in the Thailand Country programme is an asset.
  • Experience working with government stakeholders and civil society organizations is required.
  • Experience working in the Asia-Pacific region on gender and/or trafficking is an asset.
  • Experience working with the UN is an asset.

Languages:

  • Proficiency in English and Thai is required.
  • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
  • Knowledge of Burmese is an asset.
