Responsibilities:
Objectives of the assignment
The main objective of this assignment is to support ASEAN and targeted ASEAN Member States to strengthen their capacities to advance the implementation of Women Peace and Security commitments and policy frameworks and integrate the LNOB principle.
Scope of work and tasks
Under the overall guidance and management of the Programme Specialist, ASEAN Governance, Peace and Security, and supervision from the Project Coordination Specialist ASEAN WPS and in close coordination with country-level WPS project officers, the Consultant will perform the following tasks:
- Provide strategic and technical assistance to governments, CSOs and other stakeholders on the formulation and execution of WPS policy frameworks and integrating the LNOB principle.
- Conduct research to identify which groups are at risk of being left behind in the ASEAN Region.
- Conduct consultations to identify the needs of groups are risk of being left behind.
- Provide strategic and technical assistance to ensure the systematic integration of the LNOB principle into programming and policy making.
- Provide technical support in developing, implementing, and monitoring WPS NAPs and the ASEAN RPA WPS.
- Design and delivery of capacity-building training/workshops on WPS-related topics
- Develop toolkits, guidelines, and publications.
- Support awareness-raising campaigns and advocacy efforts.
- Collect and analyze relevant documentation and consolidate knowledge, experience, good, practices and lessons learned.
- Provide technical inputs to knowledge products and reports.
- Extend expert support on WPS NAPs to central and local governments.

All the deliverables, including annexes, notes and reports should be submitted in writing in English.
The time required for the consultancy is estimated at a maximum of 150 working days within the period indicated. The consultant will be engaged under a retainer contract, which facilitates direct engagement of the consultant depending on need and availability within the contract period for a pre-agreed fee.
UN Women will not be committed to purchasing any minimum quantity of the Services, and purchases will be made only if there is an actual requirement upon the issuance of a Purchase Order based on this retainer contract. UN Women shall not be liable for any cost in the event that no purchases are made under this retainer contract.
The expected number of workdays for each deliverable will be discussed between the consultant and UN Women on a case-by-case basis. Payment will be made upon satisfactory completion of a deliverable or as agreed between the consultant and UN Women.
Inputs
- UN Women will provide the Consultant with background information and documents, and a list of stakeholders relevant to the assignment.
- The Consultant is expected to work using his/ her computer.
- UN Women will directly cover travel costs as per UN Women’s rules and regulations.
- UN Women will cover translation/interpretation costs.
Performance evaluation
Consultant’s performance will be evaluated based on timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.
Consultant’s Workplace and Official Travel
Home-based with possible field missions in the Asia-Pacific region.
Requirements:
Required Qualifications
The Consultant should fulfil the following requirements:
Education
- At least 5 years of experience at national or international level in supporting Women Peace and Security National Action Plans (be it in capacity building, analysis, development of knowledge product or other) or Regional Action Plans on WPS;
- Proven experience facilitating high-level consultative and capacity building workshops for government stakeholders, institutions, and civil society organizations (CSOs);
- At least 3 years of experience in conducting training on WPS;
- At least 3 year of experience providing policy advice and technical assistance on women, peace, and security to government institutions.
- Knowledge of the Southeast Asia context related to WPS.
- Previous experience in Southeast Asia would be considered an asset.
Experience:
- Master’s degree in Gender Studies, Public Finance, International Law, Political Science, or other related fields
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Language and other skills:
- Proficiency in oral and written English
- Computer literacy and ability to effectively use office technology equipment, Internet, and email.
