DUTIES AND RESPONSIBILITIES

1. Desk review of project reports, including annual reports, project budgets, progress reports (executing agencies), project monitoring tools, ToRs, reports, and any other materials that may be considered useful for the evidence-based assessment approach. The project team will provide a list of documents to be reviewed for the consultant;

2. Propose detailed outlines and methodologies for project final evaluation, in line with the endorsed by the OECD-DAC: Relevance, Effectiveness, Efficiency, Impact, Sustainability, Coherence and in compliance with the UN Norms and Standards for Evaluation;

3. Develop questionnaires for interview and submit for feedback to WMO and implementing partners;

4. Conduct systematic interviews (virtually) of staff involved in project implementation in WMO, implementing partners, direct beneficiaries, key partners implementing projects in support of early warning systems in Haiti and users of meteorological, hydrological and agrometeorological services including warning services (contacts to be provided) Note: All interviews should be undertaken in full confidence and anonymity. The final report should not assign specific comments to individuals;

5. Develop a project evaluation report in French, with executive summary in English and French on project implementation between Jan 2021 and Dec 2024;

6. Prepare a Powerpoint presentation with recommendations;

7. Deliver the report and presentation at a validation workshop (online);

8. Provide any additional comment(s) or clarification(s) after report delivery, if required.

Expected deliverables:

1) Inception report: conceptual framework that will be used to undertake the evaluation, detailed approach for data collection and evaluation methodology, work plan for the evaluation, outline of the evaluation report, list of stakeholders to be interviewed.

2) Organization of virtual validation workshop and presentation of results (in PowerPoint – to be shared with WMO).

3) Final evaluation report, with a maximum of 40 pages in French (excluding annexes) and with a 3-4-page executive summary in English, customized for the specific purpose of the evaluation. The report shall include at minimum:
a. Purpose and scope of the evaluation;
b. Evaluation methodology and anticipated limitations;
c. Progress with indicators, in line with the detailed methodology proposed at mid-term;
d. Key findings, lessons learned, evidence, conclusions;
e. Recommendations for follow-up after the project.

QUALIFICATIONS
Education
– Master’s degree in relevant field.
Experience
– A minimum of 8 years’ experience working in the design, management and evaluation of development projects (incl. results-based management), experience in designing evaluation tools, conducting desk reviews and evaluation missions, drafting of evaluation reports;

– Project evaluation/review experience within the United Nations System;

– Experience in gender sensitive evaluation and analysis, and demonstrated understanding of issues related to gender is an asset;

– Experience and knowledge of LDCs and SIDS will be an asset;

– Experience working in Haiti region is useful, experience on early warning systems and relevant sciences is desired.

Other requirements
– Ability to analyze complex information;

– Adherence to the UN code of conduct for evaluators;

– Excellent analytical and communication skills;

– Demonstrated skills in report writing in English and French;

– Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;

– An action-oriented approach and strong drive for results;

– Ability to work with multiple stakeholders across a range of disciplines;

– Excellent local knowledge;

– No links to the project or other conflicts of interest, that would interfere with the independence of the evaluation.

Languages
– Excellent knowledge of English and French (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

– Fluency in Haitian creole strongly desired.
