Context:

Under the overall supervision of the Chief Mission and the direct supervision of the Project Manager – Migrant Protection unit, and in close coordination with the Reintegration Officer and different program units and subunits, sub-offices at IOM Chad, the Regional Thematic Specialist (RTS) for migrant protection at the Regional Office (RO) for West and Central Africa in Dakar and the Regional Protection Officer for the Migrant Protection, Return and Reintegration Programme in Sub-Saharan Africa, the Protection Officer will be responsible for supervising and coordinating IOM migrant specialized protection services including child protection, counter-trafficking and smuggling of migrants, Gender-Based Violence (GBV), Disability Inclusion, assistance to vulnerable migrants, and overall specialized protection of the assisted voluntary return and reintegration programming in IOM Chad.

Core Functions / Responsibilities:

  1. Supervise the implementation of the migrant protection unit’s protection programming and contribute to the development of new initiatives in line with the mission’s strategy, the global policies and standards of IOM.
  2. Monitor and track the financial, administrative, and technical aspects of protection projects and activities and check adherence to IOM and donor policies and requirements.
  3. Contribute to the improvement of the Migrant Protection unit’s information management and communication capacities in coordination with IOM Communication and Data & Research Units.
  4. Participate in the development and application of protection tools related to direct assistance, mental health and psychosocial support and case management in relation to assisted voluntary return and reintegration.
  5. In close coordination with the Project Manager, extensively supervise the use of IOM’s MiMOSA data base for the collection and analysis of protection-related beneficiary data, including MiMOSA customization.
  6. Provide technical inputs to support the development, revision and operationalization of national policy and action documents on protection (e.g., referral mechanisms, protection stakeholder mapping, standard operating procedures, etc.) and facilitate IOM’s participation in the relevant coordination and technical platforms including the National Protection Cluster in N’Djamena.
  7. Contribute to the development of and implement protection-related capacity building activities targeting national and local actors including on gender-based violence, counter-trafficking, etc.
  8. Compile information, conduct analyses and provide technical inputs to support the development of innovative approaches for protection interventions under the guidance of the Project Manager.
  9. Supervise the daily activities of Assisted Voluntary Return (AVR) protection team members in close coordination with the Project Manager: organize and assist the team in achieving their tasks, provide guidance and training, and check compliance to IOM guidelines, policy and standards, promptly notifying the supervisor of any issues.
  10. Facilitate protection mainstreaming (including GBV risk mitigation) and integration of cross-cutting issues (disability inclusion, accountability to affected populations (AAP), gender mainstreaming and Protection from Sexual Exploitation and Abuse and Sexual Harassment) in IOM Chad Assisted Voluntary Return and Reintegration programme. This shall include the provision of tip sheets, guidance notes, communication/awareness tools, protection checklists for specific measures in different sectors, good practices, and more.
  11. Prepare protection-related dashboards, and draft interim and final reports, regular briefings, inputs for press releases, other reports, and communications in alignment with donor requirements and IOM standards and procedures.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Law, Development Studies, Political Science, International Relations, Gender and Social Studies, or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in protection (e.g., child protection, GBV, counter-trafficking, MHPSS, AAP, protection mainstreaming) including in the provision of direct assistance to vulnerable groups;
  • Experience in managing teams, mentoring, and delivering trainings;
  • Experience working with specialized international agencies (UN Agencies, International Organizations, and International NGOs);
  • Experience in project development, project management and/or monitoring and evaluation; and,
  • Experience in developing and implementing interventions on disability inclusion and gender is desirable.

Skills

  • Familiarity with IOM’s Accountability to Affected Populations framework is preferable;

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and French is required (oral and written). Working knowledge of Arabic is an advantage.
