The Mercy Corps Country Program Lead – Asia is an innovativeand visionary leader responsible for resourcefully managing all programming in the country, resulting in lasting improvement in the lives of families and communities. They haveheld senior decision-making roles in formulating strategy within an international development context. The Country Program Lead has supervisory responsibility for the entiremultifacetedcountry program, and line manages the senior management team.The Country Program Lead is responsible for ensuring continued portfolio developmentwith all major development donors present.They will establish working relationships at the senior leadership level with bi-lateral and multilateral agencies, local organizations and with the private sector. There is a vibrant private sector with whom Mercy Corps already has good relationships, and there are opportunities for more innovative financing arrangements and capital development.Ultimately, the Country Program Lead is accountable for developing a presencein the country that is commensurate with the complexity and scale of the challenges and Mercy Corps brand.Therefore, they must be interested and able togrow and diversify theportfolio.Mercy Corps places high value on innovative solutions to development issues and creative partnerships with local actors in tough environments.The country leadis able to provide empowering leadership and must be interested in developing ownership by national staff and local partners.It is critical that they can operate in complex contexts where team members respect each other and place a high value on staff welfare and work together.

Reports Directly To:Regional Director
Supervisory Responsibility:Director of Programs; Director of Finance and Compliance; Senior Human Resources Officer; Director of Operations, Safety and Security Advisor
Works Directly With: All relevant Technical Resources and Quality units; Policy, Asia Desk teams, Regional Senior Leadership Team, other programming support teams such as MEL and Research and Learning, regional team, legal, compliance, and other departments and teams as needed.

BA/S or equivalent in relevant field required; MA/S preferred.

7-10 years of field leadershipexperience in international relief and development programs, including demonstrable success in managing large and complex development programs.

5 years of senior-level leadership and management experience at the country level.

Prior management experience working for an international or national organization in Asia and demonstrated ability to understand and navigate the countrycontextrequired.

Knowledge and ability to simultaneously manage and develop a portfolio that consists of development, peace and recovery projects in a highly fluid environment.

Demonstrated success working effectively and respectfully with host country government, private sector, INGO, NGO partners and multi-lateral stakeholders in complex environments.

An internationally recognized qualification in project or program management or a commitment to obtain the qualification in the early months of work.

Political and diplomatic acumen, curiosity, and an ability to remain flexible are critical.

Proven skills in financial and grants management; prior experience with bi- and multilateral donors

Successful and proven negotiation, communication and organization skills.

Excellent oral and written English skills required; working proficiency in a second language is preferred.

Ability to work effectively with an ethnically diverse team in a sensitive environment.

Living Conditions / Environmental Conditions
The Country Program Lead is based on location.The location can be accompanied by a spouse/partner but will need to adhere to specific visa limitations. Accommodation is provided.
