Organizational Setting and Reporting Relationship
The position of Senior IT Officer (Digital Solutions) is assigned to the Office of the Director General of the Information Technology Department (ITD) of ADB. ITD enables ADB’s digital agenda and supports the Bank’s global operations. The department delivers digital innovation, IT infrastructure, services and solutions, and provides tools and knowledge platforms.

You will be based at our Headquarters in Manila, Philippines and will report to the designated International Staff.

Your Role
As a Senior IT Officer (Digital Solutions), you will be responsible for overseeing the entire lifecycle of automation initiatives, including planning, design, development, testing, implementation, change management, and maintenance. This role involves managing the roadmap and backlog to support the development of automation solutions using SharePoint and Power Platform. The incumbent will work closely with project managers, technical team members, including managed services providers, and stakeholders to ensure the successful delivery and adoption of product features.

You will:
Strategic Leadership and Planning

  • Develop and refine Agile practices, ensuring alignment with best practices and organizational standards.
  • Lead the analysis of user requirements for complex systems, overseeing the development of comprehensive system designs, functional specifications, and implementation plans.
  • Manage the creation and evaluation of business cases and application change requests, ensuring efficient system integration and alignment with business objectives.
  • Establish strong relationships with stakeholders and customers to guide product strategy, gather feedback, and prioritize needs effectively.


Project and Lifecycle Management

  • Direct the full lifecycle of automation initiatives from planning and design to implementation and maintenance, aligning with business goals and architectural standards.
  • Organize and facilitate Scrum ceremonies, schedule project resources, and address challenges to ensure the timely delivery of systems.
  • Lead the implementation of systems, including conversion operations and user training, to ensure smooth adoption and operation.

Development and Architectural Oversight

  • Provide architectural guidance and direction for development activities, focusing on process design, solution integration, and adherence to best practices.
  • Ensure that all development work, particularly within SharePoint and Power Platform, meets coding and quality standards, and align with industry best practices.
  • Promote continuous improvement in development processes, tools, and methodologies, recommending enhancements to support team efficiency.


Operations, Support, and Continuous Improvement

  • Translate business requirements into technical solutions, ensuring they are integrated into the product roadmap and validated through testing.
  • Champion service delivery through Agile, DevOps, CI/CD practices, and spearhead the support and sustainability of automation initiatives.

Management and Administration

  • Supervise and mentor staff assigned to application systems, promoting skill development and high performance.
  • Oversee the work of managed services providers and contractors, ensuring contract compliance and satisfactory performance.
  • Coordinate with technical support areas to ensure the optimal operation of assigned systems and report on progress, challenges, and resource needs.

Qualifications

You will need:

  • Bachelor’s degree in MIS, Computer Science, Information Systems, Business Administration, or other relevant fields or related areas. A Master’s Degree or equivalent is preferable.
  • At least 8 years of experience in developing and implementing large-scale IT systems. Out of which, 2 to 3 years of experience must have been in team leadership for relatively big systems development/implementation projects. Additionally, at least 5 years of experience in ADB’s applications and 3 years of experience in team leadership for application systems development/implementation projects. Moreover, at least 4 years of supervisory experience is required.
  • Excellent ability in systems analysis and design, and in preparing functional and detailed specifications.
  • Extensive knowledge in Agile system development methodologies, product development, and the use of associated productivity tools (Azure DevOps, SDLC).
  • Extensive experience in areas of operations engineering especially in document and content workflows and automation.
  • Experience in implementing document and content management systems, including taxonomies, content workflows, and content lifecycle management (records management).
  • Experience in implementing search engines, relevance ranking, and search engine optimization.
  • Extensive experience with social collaboration systems.
  • Knowledge of Agile methodology, Scrum/Kanban framework, Azure DevOps (ADO), Microsoft Power Platform, Enterprise Content Management (ECM), and Business Process Management (BPM) systems.
  • Excellent working knowledge in the products/application of SharePoint, PowerApps, Power Automate, Power BI, document, and content management.
  • Working knowledge in systems integration using Web Services using SOAP or REST protocol.
  • Excellent written and verbal communication skills in English are required.
