About the Company:

One of Tajikistan’s main development challenges is the lack of an efficient Civil Registry System (CRS) which records the population’s lifecycle events and provides certificates that are conditional for the exercise of certain human rights.

Over the past years, the Government of Tajikistan made significant progress in the modernization of its CRS: in 2015 the Ministry of Justice (MOJ) moved from a paper-based to an electronic system and piloted the Civil Registration Offices Information System (CROIS). With the support of “Civil Registry System Reform, Phases I” funded by SDC, the platform was upgraded in 2016 to version DHIS2 and CROIS2 subsequently in 2017.

In 2023 a diagnostic and assessment of the CROIS2 was conducted and concluded that the existing CROIS2 should be replaced with a new modern IT product as a major component of the modern Digital State. The new solution will significantly improve the quality of CR services by making it possible to integrate the CR system with other public sector IT systems and by ensuring the confidentiality and integrity of the personal information of the population of the Republic of Tajikistan including their certificates of birth, death, marriage and divorce.

By the order of the Minister of Justice, on 13 July 2023, a Working Group was established to implement the recommendations of the diagnostic and reliability assessment of the CROIS2 assessment, to provide a system architecture of the new CR Portal and a clear roadmap in consultation with the CR department staff throughout the Country.

However, there is a need to improve the interoperability of the CRS with other E-Systems that record vital life data of the population. This is essential to ensure that citizens can access the services in a timely and efficient manner.

Duties and Responsibilities
  • Provide quality assurance in relation to the implementation of the new IT solution for all the CR offices;
  • Provide IT advisory support, on the overall IT architecture and interoperability aspects with different Government systems;
  • Provide technical expertise, guidance and support on all the issues arising from integrating different E-Systems;
  • Participate in advocacy meetings related to interoperability aspects and ensure relevant contacts with the Agency on innovations and digital technologies under the President of the Republic of Tajikistan;
  • Quality assurance/ troubleshooting, incl. review of project-related documentation (architecture, ToRs, RFPs, etc.) and evaluation of the interim results;
  • Review and provide recommendations for the MoJ IT strategy/E-Governance
  • Supervising the training component and ensure that the MOJ IT department will be able to work independently on the IT solution
  • Development  of IT and cybersecurity SOPs required to ensure the sustainability of the CR Portal, including data protection.
  • Assist the Project Manager with the regular overview/assessment of needs/requests of the civil registry system of the Ministry of Justice in Tajikistan.
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
Education:
  • Master´s degree or equivalent in computer science, software engineering, information and communication technologies (ICT), mathematics, management or any other related field is required.
  • Bachelor’s degree in the areas mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in lieu of the Master’s degree.
Experience:
  • Minimum 5 years (with Master´s degree) or 7 years (with Bachelor´s degree) of professional experience in the area of software engineering, provision of technical advice in the area of information and communication technologies, digitalization including in management/supervisory roles.

Required Skills:

  • Proven ICT skills with experience in handling web-based management and knowledge management, knowledge of IT coding language(s), expertise in designing of software and ICT products, information security, software testing.

Desired Skills:

  • Previous experience in the area of service provision through development of IT components is a strong advantage.
  • Previous experience in working with Government and a wide range of donors, international organizations, INGOs and experience in IT and digitalization is an asset.
  • Hands on experience in multiple development platforms (i.e. ASP.Net, PHP, etc.) with different databases including Oracle/MSSQL/MySQL/NoSQL DB etc.
  • Experience on using open-source technologies and frameworks.
  • Knowledge of software development lifecycle.

Languages:

  • Fluency in English and Russian languages (written and spoken) is required.
  • Knowledge of Tajik is an advantage.

Institutional Arrangement

The IT Quality Assurance Specialist will report to the Project Manager and will work in close coordination and cooperation with the project team. Under the guidance of the Project Manager, the IT Quality Assurance Specialist is responsible for Quality assurance of IT related products.
