The WHO Country Office in Mongolia is looking to hire a short-term consultant to provide technical assistance for strengthening the prevention and control of NCD and developing a relevant national action plan.
The short-term consultant will provide overall technical assistance and support towards this goal to strengthen the NCD prevention and control.
Under the guidance and supervision of the Technical Officer/Non-Communicable Disease, the incumbent to perform the following tasks:
Output 1: Provide technical assistance for revision of existing national policy documents and plans in supporting the development, implementation and monitoring of measures to strengthen NCD management and service delivery in Mongolia; provide technical support on strengthening country capacity to strengthen systems for equitable, integrated, people centered NCD services at primary and referral levels of healthcare facilities nationwide; continue to support implementation, monitoring and capacity building on MongPEN initiative and other innovative approaches
Deliverable 1.1: Support the MOH and government agencies in analysing the current policy, plans and regulation for prevention, early detection, screening and management of NCDs;
Deliverable 1.2: Support the government in monitoring, strengthening and expanding the implementation of essential NCD/CVD and DM services package (MongPEN initiative) at primary health care including supporting institutionalization of the initiative in health system;
Deliverable 1.3: Support the MOH and government agencies in implementing existing national guidelines for comprehensive cervical cancer control and updating national guidelines, where needed, strengthening the capacity of healthcare workers on early detection, diagnosis and management at subnational level.
Output 2: Support and coordinate for developing, translating and adapting materials; develop a national action plan on NCD prevention and control; and conduct trainings for healthcare workers under the guidance of the supervisors, where appropriate; Coordinate with local stakeholders and communicate with WHO Country Office in implementing ongoing NCD related initiatives works and provide monthly reports on implementation of the contractual work
Deliverable 2.1: Coordinate and liaise among the Ministry of Health, its affiliated institutions, MNUMS and academic and other relevant institutes in developing, translating and adapting materials.
Deliverable 2.2: Develop, revise and finalize a national action plan on NCD prevention and control in collaboration with the MOH
Deliverable 2.3: Write a consolidated final report on the consultancy as at the end of the consultancy period.
Essential: University degree in medical science or public health from a recognized university.
Desirable: Advanced university degree in public health or related field from a recognized university
Essential: Minimum of five (5) years’ experience in public health, health system and NCD policy planning and development public health program implementation, monitoring and management, advocacy, multisectoral cooperation and coordination, particularly on NCD prevention and management.
Desirable: Experience of working on public health policy planning and development and other relevant areas in the government organization and bilateral or multilateral international organization.
Knowledge about health information system;
Broad knowledge of concepts and strategies in public health promotion, prevention and management, NCD management and service delivery,
Ability to synthesize knowledge and effectively express ideas in writing.
Good organizational, time-management and teamwork skills; and
Proven research and communication skills are desirable.
6 months (with possibility to be extended).
Excellent knowledge of spoken and written English and Mongolian.
