Purpose of consultancy

The consultant will support the implementation of the Regional Action Plan on Healthy Ageing in the Western Pacific, by focusing on evidence building for Member States’ use in policy making and programme designing in the “new normal” society, recovering from the COVID-19 pandemic.

Background

The Western Pacific Region (WPR) is rapidly aging. The number of people aged 65 and above is expected to double by 2050, reaching 480 million. To prepare for this demographic shift, WHO WPR Member States adopted the Regional Action Plan (RAP) on Healthy Ageing in 2020. The RAP is a multisectoral, future-oriented, and lifelong approach to healthy ageing. It emphasizes the importance of early preparation for countries and the need for health and social transformation. With five objectives of health and social transformation, community-based integrated care, social and technology innovations and monitoring and evaluation, RAP outlines recommendations for actions under each of these objectives.

Older people are often more vulnerable to infectious diseases. As proven by the evidence   , older people experienced worse outcomes from COVID-19 and other infectious diseases. Public health measures, including physical distancing, often also had a negative impact on their mental health. The COVID-19 pandemic has raised awareness of the need to better support older people which requires different sectors to work together to improve health and livelihoods in the post-COVID-19 era.

The Healthy Ageing unit (AGE) at WHO WPRO is seeking a consultant to support AGE with building evidence for policies and programmes focused on healthy ageing. The objective is to assist Member States with enhancing their resilience to health emergencies and create an environment that’s age-friendly, taking a life course approach. The consultant will collaborate closely with focal points from WHO country offices as well as external partners.

Deliverables

The consultant is assigned to:

Output 1: Provide support to the Healthy Ageing unit in building evidence base for the development of policies, strategies, guidelines, toolkits, and other related initiatives through complex and in depth analysis.

Deliverable 1.1: Collaborate with the AGE unit to collect, analyze, and disseminate social and health data, both quantitative and qualitative, based on the specific requirements of Member States (to be completed by June 2025)
Deliverable 1.2: Assist in the organization and execution of internal and external meetings, webinars, workshops, and trainings for the AGE unit. Provide detailed technical input technical input for concept notes, agendas, meeting reports, and other relevant materials (to be completed by June 2025)
Deliverable 1.3: Support the drafting of study proposals, provide technical input, and collaborate with external partners (including academic institutions) to conduct in-depth research that contribute to evidence-based healthy ageing policies and programmes (to be completed by June 2025)
Deliverable 1.4: Assist AGE with publication in peer-reviewed academic journals to disseminate new research findings to key stakeholders, policy makers and the public for development of evidence-informed healthy ageing policies and programmes. Support AGE with drafting, editing, and submission of manuscripts (as needed by the AGE unit) (to be completed by June 2025)

Output 2: Supporting Member States in the WHO WPR to gather evidence for early action in implementing recommended activities outlined in the Regional Action Plan through comprehensive and detailed analysis. These activities include initiatives such as age-friendly cities and communities, community-based integrated care, social prescribing, and strengthening of health and social systems post COVID-19.

Deliverable 2.1: Prepare concept notes for conducting situational analysis, which may involve developing a country-specific data analysis plan and outlining quantitative and/or qualitative data collection strategies as needed (to be completed by June 2025)
Deliverable 2.2: Assist AGE and WHO country offices with developing comprehensive implementation plans for healthy ageing programmes tailored to the specific context of each country (to be completed by June 2025)
Deliverable 2.3: Assist WHO country office focal points with organizing meetings and workshops at the national and regional levels for the implementation of healthy ageing programmes. Responsibilities may include providing technical input to background documents, note-taking, drafting agendas, and preparing visual materials such as infographics, videos, and slides (to be completed by June 2025)

Qualifications, experience, skills and languages

Educational Qualifications:

Essential: University degree in public health, nursing, medicine, relevant health, or social sciences.
Desirable: Advanced university degree (PhD) in public health, nursing, medicine, relevant health, or social sciences.

Experience

Essential: At least 5 years of work experience in public health and/or academic research in relevant public health topic or population ageing.
Desirable: International experience within WHO or other UN Organizations at multiple geographical locations; demonstrated experience in evidence generation and knowledge sharing for public health (e.g. academic articles, presentation at international conferences, field projects); experience in producing technical reports, frameworks, action plans at WHO or other UN organizations; led and conducted research studies and published at least three academic articles in peer-reviewed journals as a first author; experience in editing academic publications.

Skills/Knowledge:

Outstanding ability to understand and support population ageing case studies or research
• Demonstrated project management skills
• Good knowledge of the dynamics of the international public health work
• Ability to plan, design and implement a systematic approach to problem solving
• Ability to provide technical support to countries

Languages and level required :

Essential: English (Read – Write – Speak / Expert-level)
Desirable: French (Read – Write – Speak / Expert-level); Chinese (Read – Write – Speak / Expert-level)

Location

The Consultant will be offered an on-site contract (full-time) and will be based at the World Health Organization Regional Office for the Western Pacific (WHO-WPRO) in Manila, Philippines.
• In addition, the Consultant is expected to participate in weekly teleconference meetings and provide frequent updates on work progress to the team.

Travel

The Consultant is expected to undertake travel (mission) as part of this assignment.
Travel dates: 22 July 2024 to 31 June 2025
Location: Manila, Philippines
Purpose: Onsite consultancy

Remuneration and budget:

Remuneration: Payband level A: USD 6,800 (monthly)
Expected duration of contract :   11 months, 22 July 2024 to 21 June 2025

The proposed consultancy contract will be divided into two (2) contracts for the year 2024 and 2025, as follows:

First Contract: 22 July 2024 to 31 December 2024
Second Contract: 1 January 2025 to 21 June 2025
