Soutenir le developpement et la mise en œuvre de politiques et strategies visant a renforcer le systeme de sante en vue d’augmenter la Couverture Sanitaire Universelle (CSU) ;• Renforcer les capacites techniques et institutionnelles, les connaissances et l’information pour le renforcement des systemes de sante en vue d’accelerer la marche du pays vers lacouverture sanitaire universelle. • Ameliorer l’utilisation des services de sante au niveau des districts a travers une disponibilite accrue et une meilleure definition du paquet de soins et services de sante accessible ;• soutenir l’amelioration de la gouvernance au niveau des districts, et de la qualite des services • Accompagner la reflexion strategique pour une amelioration de l’acces des populations a des soins et services de sante de qualite.

DESCRIPTION OF DUTIES

Le titulaire aura les responsabilites decrites ci-dessous :1.Coordonner, superviser et soutenir le developpement et l’operationnalisation du Cadre d’action de la Region Africaine pour la Couverture Sanitaire Universelle, en particulier le renforcement des capacites des equipes cadres des districts en gestion des soins de sante primaires en lien avec la Declaration d’Astana et la prestation des services centres sur la personne, et en utilisant la sante reproductive, sante de la mere, du nouveau-ne, de l’enfant et de l’adolescent comme point d’entree pour le renforcement de l’integration et l’amelioration de l’equite dans l’acces aux services de sante; 2.Coordonner l’assistance technique pour, superviser et soutenir le developpement et le suivi des programmes de financement base sur la performance3.Soutenir les districts dans le developpement des micro plans, l’elaboration et le suivi des plans d’action/plans operationnels alignes au Plan National de Developpement Sanitaire et aux ODDs ; 4.Soutenir techniquement le ministere de la Sante en collaboration avec les partenaires de developpement externes et les parties prenantes pour l’elaboration et la mise en œuvre les activites des programmes liees a la CSU ; 5.Faciliter et soutenir le renforcement des capacites des homologues gouvernementaux et des fonctionnaires dans le domaine du financement de la sante, la prestation de service de sante et dans les domaines connexes de travail, d’intervention et de politique ;6.Fournir un appui technique pour le suivi des ressources sanitaires et de la production des comptes nationaux de la sante afin d’obtenir les informations essentielles pour la strategie et les plans de financement de la sante et les decisions politiques. 7.Appuyer la coordination des interventions des partenaires d’execution et des parties prenantes, pour apporter un soutien aux diverses approches et aspects techniques relatives a la securite sanitaire sociale (assurance maladie) essentiellement dans l’ensemble des prestations, le paiement des prestataires et la qualite des services au niveau district ;8.Conseiller le pays dans la mise en œuvre des activites de recherche sur les systemes de gestion de l’information coherents pour des approches novatrices de strategies alternatives de financement de la sante, et utiliser les resultats pour elaborer une politique fondee sur des donnees probantes ;9.Planifier, diriger et superviser la collecte, l’analyse et l’interpretation de donnees avec ses homologues gouvernementaux et les autres parties prenantes sur la couverture sanitaire et les soins de sante integres centres sur la personne humaine et le financement de la sante au niveau des provinces, afin d’elaborer des messages strategiques pour le renforcement de la couverture sanitaire universelle.10.Executer toutes les autres taches connexes assignees par le superviseur direct ou le Representant

REQUIRED QUALIFICATIONS

Education

Essential: Doctorat en medecine reconnue.
Desirable: un diplome universitaire d’au moins BAC 5 ans en economie de la sante / planification, en sante publique, en management de la sante ou tout autre domaine equivalent

Experience

Essential: Au moins 5 ans d’experience dans la conception et la mise en œuvre de politique, strategie et plan operationnel de developpement de systeme de sante.
Desirable: Une experience dans la conception et la mise en œuvre de mecanisme de CSU sera un atout. Experience ou bonne comprehension du mandat de l’OMS dans les politiques, strategies et plans de sante. Experience pertinente dans l’OMS, l’ONU ou d’autres organisations internationales. Experience pertinente dans le travail et / ou la gestion de systemes de sante nationaux. Experience averee des examens des plans du secteur de la sante et des evaluations et analyses des plans de sante dans les pays aux ressources limitees

REMUNERATION

Remuneration comprises an annual base salary starting at BIF 78,964,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
