Responsibilities

  1. Policy ? Serves as programme officer, advising UNEP, and particularly the Subprogramme Coordinator for Environmental Governance, on overall policy direction and country needs in the region related to environmental law that require UNEP attention. ? Serves as the primary UNEP focal point in the region on capacity building in the area of environmental law and governance; keeps abreast of, analyses and reports on latest developments related to environmental law issues; liaises with other UN specialized agencies, representatives and officials in national governments and international organizations. ? Contribute to drafting strategies on the development of national environmental laws and governance systems; organizes follow-up work in the region, including interagency technical review meetings to support policy development work and decision-making on important issues. 2. Coordination ? Coordinates the regional input into UNEP’s programming related to capacity building support within environmental law and governance, including those to implement the various Multilateral Environmental Agreements (MEAs). ? Supports the coordination of relevant UNEP’s work in the region, in collaboration with the relevant UNEP division(s), UNEP’s country focal points, and the Subprogramme Coordinator for Environmental Governance, to help countries build capacity in the area of environmental law and governance; assists in developing the action plans that Governments will use to develop the necessary institutional, legal and policy conditions to implement their obligations under national and international environmental law and MEAs. ? Facilitates a coordinated approach in the region in the area of capacity building in environmental law and assists in the integration of environmental law considerations in the development and implementation of national and regional development and humanitarian strategies within the UN system for international assistance; advises on the proper use and spending of related donor contributions, channeled through UN system-wide efforts. 3. Partnerships ? Establishes and maintains contacts with counterparts, senior officers and technical staff in relevant MEA Secretariats, other UN specialized agencies, representatives and officials in national governments, international organizations etc; ensures appropriate mechanisms to facilitate collaboration and exchange of information both in and outside of the UN system, as it relates to environmental law and governance matters. ? Organizes and participates in relevant work groups, meetings, conferences, consultations with other agencies and partners on issues related to the development and implementation of national environmental law. ? Establishes strong partnerships with UN sister agencies and MEA Secretariat focal points in the region, as well as external partners to leverage capacity building support on environmental law related issues. ? Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. ? Perform other duties as required.

Requirements:

Education

Advanced university degree (Master’s degree or equivalent) in environmental law, social sciences or a related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

A minimum of five (5) years of progressively responsible experience in project or programme management, administration or related area is required. A minimum of five (5) years experience in monitoring and analyzing regional and global multilateral environmental agreements is desirable. A minimum of five (5) years experience in supporting development of environmental policies at country or regional level is desirable. Two (2) years or more of experience in data analytics or related area is desirable. Publications in the field of environmental laws and policies is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is desirable. NOTE: ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand) and ”Knowledge of” equals a rating of ”confident” in two of the four areas.
