Responsibilities

The main objective of this Consultancy is to collaborate with the coordination and implementation of the overall environmental and social risk management system and applicable safeguards frameworks within the UNEP’s activities for the Flagship Project implementation, ensuring effective communication and collaboration, alignment of activities, as well as day-to-day management, oversight, and monitoring of progress against objectives. The Consultant will proactively address risks and promote integrated implementation for the successful delivery of the Project, in line with UNEP’s focus on environmental and social management and sustainability in the region. This will require close collaboration with the UNEP UN-REDD Team and Coordinator in the LAC region. Working in close collaboration with the UNEP LAC Climate Mitigation Unit Team and Coordinator in the Latin America and the Caribbean (LAC) region, and the global safeguards specialist, the consultant shall perform the following activities: ? Lead and coordinate the implementation of the social and environmental risks management system and applicable safeguards frameworks to UNEP’s activities within the Central America Dry Corridor Restoration Flagship Project. ? Manage the implementation of the general social and environmental risks management system for UNEP’s activities within the Flagship Project and support the UNEP’s Project management team in mapping human resource needs and further recruitment related to safeguards for the Project, including drafting Terms of Reference, leading the selection process and others, as necessary. ? Provide strategic guidance to the Flagship Project’s consultants and general coordination and inputs related to safeguards, including review of relevant deliverables. ? Participate in regular meetings related to the Flagship Project with FAO and other partners, contributing to the planning, implementation, and reporting of Project activities. ? Contribute with the implementation of the UNEP work programme and Technical Assistance (TA) in the LAC region on the thematic areas of environmental and social safeguards, ensuring exchange of experiences, lessons learned, and best practices between the Flagship Project, UNEP UN-REDD Technical Assistance, the Paraguay REDD+ Results-based payments project, and others, as appropriate. ? Collaborate and engage in workshops and country missions, as required. ? Contribute with application and reporting of gender approach. ? Contribute to regular reporting to UNEP, the UN-REDD Programme, UNEP-WCMC, and others, as required. ? Collaborate with the development of knowledge management, capacity building and advocacy outputs and events in the areas of safeguards and integrity. ? Provide guidance to the organization and delivery of UNEP-led events related to safeguards and integrity. ? Serve as the focal point for safeguards and gender within Project implementation activities, involving extensive coordination of the UN-REDD LAC Working Group on Safeguards and Integrity and liaison with other organizational units such as UN-REDD Safeguards Global Specialist, UNEP-WCMC, Adaptation and Resilience Branch, among others. ? Develop communications and knowledge management products (blogs, articles, etc.) related to the work undertaken. ? Facilitate and participate in knowledge exchange with other countries in the region and other regions, with a focus on UNEP work (such as in Paraguay REDD+ results-based payments project) related to environmental and social management experiences and best practices.

Requirements:

ACADEMIC ? Bachelor’s degree in environmental management, law, economics, administration, social sciences or related fields is required. ? Master’s degree in environmental law, economics, law, administration, social sciences or related fields is required. PROFESSIONAL ? A minimum of 5 years of experience working with environment, natural resources, climate change or development topics is required. ? Experience working with environmental and social safeguards in the LAC region is desired. ? Experience working in REDD+ and/or forest governance is desired.

Languages

? Fluency in Spanish and English is required.
