Within delegated authority, the Transport Assistant will carry out the following duties: 1. Transport Technical duties: ? Responsible for the maintenance and repair of the mission’s UNOE fleet of light vehicles, heavy duty vehicles, material handling equipment, airport ground support equipment, and armored vehicles. ? Provide technical support to the team of mechanics, including diagnostics of vehicle faults. ? Provide technical expertise and support for hydraulic, pneumatic, and electrical/ electronical systems and assist the team in performing the specific repairs. ? Supervises the Transport Workshops following the UN regulations and rules and applicable transport standard operating procedures. ? Identify correct spare parts to facilitate service/maintenance and repairs of vehicles in the field office. Monitors spare parts usage reports, service orders, etc. ? Provide training activities to enhance the capacity of national staff members and familiarize staff with the use of Electronic Spare Parts Catalogues. ? Prepare vehicle write-off documentation and ensure cases are processed by the established procedures and deadlines. ? Develop reports to document workshop performance (including personnel matters), vehicle warranties, vendor support, and other workshop-related activities. ? Implement and monitor work safety procedures and safe operation of workshop equipment. 2. Transport Dispatch duties: ? Identify transportation requirements at the field office and provide optimal solutions. ? Analyses transportation requests and supervises route planning and reconnaissance. ? Establishes service timetables and driver rosters. ? Prepares and disseminates information regarding transport services and transport facilities available to customers. ? Ensures maximum utilization and effective use of vehicle and driver resources. ? Ensures the provision of ad-hoc transportation services to meet all requirements, including staff and equipment movement for operational duty purposes. ? Provides transportation briefings to incoming personnel at the check-in. ? Ensures that the mechanical conditions of all vehicles and daily maintenance of the shuttle buses are performed. ?Monitors the periodic maintenance and repair of the vehicles to ensure the reliability of the transportation service. 3. Transport Fleet Vehicle Inventory duties: ? Monitors plan, coordinates, and oversees acquisition, distribution utilization, and write-off for non-expendable transport assets. ? Analyze the vehicle and equipment requirements and receive technical reports. Provide data analysis and reports for efficient decision-making in support of effective asset acquisition and utilization. ? Ensures that bi-annual physical inventory of non-expendable transport assets is conducted following the established procedures and deadlines. ? Ensures records are maintained for non-expendable transport assets at the HQ and field office level and updates the database. ? Guide and coordinate appropriate use of fleet management systems in Umoja. ? Implements the Vehicle Replacement Policy. ? Ensures vehicle write-off cases are processed by the established procedures and deadlines. ? Preparation, coordination, and implementation of the Vehicle Establishment Committee (VEC). ? Provides technical expertise on Contingent Own Equipment (COE) and safety inspections. ? Provides inputs for statistical reports on transport fleet utilization and composition. ? Ensures the constant availability of vehicles for temporary assignments in support of one-off and emergency tasks as directed by the Chief Transport Officer. ? Ensures that transportation equipment is returned in good working order on check-out by the outgoing personnel. ? Participation in the Transport Section’s budget preparation for vehicles and equipment acquisition. Coordination with all sections involved. ? Raise the vehicle and equipment requirement of the mission through the Vehicle Acquisition System (VAS). Participates in the technical evaluations of vendor bids through the Procurement Section. ? Ensures that Vehicle Monitoring System (EVMS) statistics of the mission vehicle fleet are processed following the established procedures and guidelines. 4. Transport Driver Testing / Damage Discrepancy Reporting duties: ? Maintains databases to monitor the mission personnel possessing UN driving permits. ? Conducts driving test assessments for all categories of vehicles for the mission staff members. ? Participates in developing and implementing the Transport Section’s Standard Operating Procedures. ? Participates in training activities to enhance the capacity of international and national staff members. ? Conducts introduction training to newly arrived mission staff members. ? Conducts continuous monitoring and implementation of sanctions according to existing policies for road traffic violations. ? Performs other related duties as required.
Education
High school diploma or equivalent is required.
Job – Specific Qualification
A valid National Driving License is required. Must attach a copy of the National Driving license in the attachment section. Technical or vocational certificate in mechanical engineering, transportation, logistics or other related fields is desirable (please attach certificate). Technical or vocational certificate in Supply Chain is desirable (please attach certificate).
Work Experience
A minimum of eight (8) years of progressively responsible experience in motor vehicle transport operations covering fleet operations, maintenance, and management at the United Nations or a similar International Organization is required. Working knowledge of Enterprise Resource Planning (ERP) systems, such as Umoja, covering finance, budget, stock inventory and service orders management is required. Experience in finance and budget preparation within Transport operations at the UN level is desirable. Experience in using spare parts catalogues, building spare parts stocks and inventory management is desirable. Experience in repairing and maintaining heavy specialized vehicles, Material Handling Equipment and Engineering Equipment including the electric, electronic, and hydraulic systems is desirable. Previous experience in quality control/assurance is desirable (please attach certificate). Experience in international operations in a post conflict environment is desirable.
