Administration: Formulate the Transport Budget and regularly advise the Chief Transport Officer on budget performance (actual expenditure versus planned). Prepare the transport team’s spending plan and monitor monthly expenditures. Prepare financial and budget summaries and reports. Develop and implement the Transport Unit’s Training Plan. Coordinate training courses, workshops, and other related training activities. Prepare performance reports and respond to internal and external audit observations. Supervise the personnel and evaluate staff performance. Ensure compliance with the UN policies on workplace safety and environmental protection. Determine technical specifications for goods and services, review responses to bids, and conduct technical evaluations to ensure that vendor’s proposals meet technical requirements. Oversee contracts for providing goods and services and evaluate vendor’s performance in coordination with the Contracts Management Unit and the Procurement Unit. Ensure that quality control/quality assurance procedures are implemented and plans and work processes comply with the established procedures. Participate in the technical evaluations of bids received from vendors. Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables, and reports using data visualization methods to enable data-driven planning, decision-making, presentation, and reporting. Ensures that requirements and background information used for data analysis are documented. Fleet/Sector Motor Transport Management: Manage the provision of surface motor transport support within a specific geographic area in a field mission, including the United Nations Owned Equipment and commercial transportation services. Participate in the development and implementation of the Vehicle Establishment Program by the decisions of the Mission Vehicle Establishment Committee and the Department of Operational Support policies and directives on the acquisition, receipt, distribution, maintenance, utilization, and disposal of the surface transport fleet. Participate in developing and implementing the Mission Vehicle Acquisition Plan, the Mission Vehicle Maintenance Plan, and the Mission Vehicle Recovery Plan to ensure that a filed mission fleet is optimized to meet operational requirements. Ensure inventory control and supervise the physical annual checks of vehicles and equipment. Ensure that the UN vehicles are used following the UN regulations and rules and that vehicle usage data are correctly recorded. Ensures the accuracy and validity of data recorded in the management information systems; Develops the performance monitoring plan, manages the information system, and transitions to data-driven transport operation. Fleet Vehicle Inventory: Monitor distribution of nonexpendable transport assets. Ensure that a bi-annual physical inventory of nonexpendable transport assets is conducted regularly and by the established procedures and deadlines. Ensure that records are maintained for nonexpendable transport assets, including records in fleet management databases. Coordinate the Mission Vehicle Establishment Committee (VEC) meetings. Implement the Vehicle Replacement Policy. Ensure that vehicle write-off cases are processed following the established procedures and deadlines. Provide inputs for statistical reports on transport fleet utilization and composition. Ensure that the mission vehicle fleet’s monthly trip tickets and Electronic Vehicle Monitoring System (EVMS) statistics are processed under the established guidelines. Transport Dispatch: Ensure the routine transportation requirements are identified within the area of responsibility. Ensure maximum utilization and effective use of vehicle and driver resources. Ensure the provision of ad-hoc transportation services to meet all requirements, including staff and equipment movement for operational duty purposes. Monitor the periodic maintenance and repair of the vehicles to ensure the reliability of the transportation service. Ensure that files and documentation related to assigned duties are maintained and prepare reports for supervisors. Monitor monthly mileage and fuel consumption reports for UN-owned vehicles. Ensure that databases to monitor the Mission personnel possessing UN driving permits are maintained. Maintenance Workshop: Supervise the maintenance and repair of UN-owned vehicles following the vehicle manufacturer’s standards for automotive electrical systems, including Electronic Vehicle Monitoring System (EVMS), air conditioning system, suspension system, braking system (including ABS), and bodywork and painting. Supervise the diagnostic and fault finding, quality control/assurance, road testing, and vehicle recovery to ensure that all diagnostic equipment is up to date. Develop reports to document workshop performance (including personnel matters), vehicle warranties, vendor support, and other workshop-related activities. Ensure that information in the Electronic Vehicle Monitoring System (EVMS) and Fuel log software packages is accurate and up to date. Identify hand tools, SST, workshop floor, and diagnostic equipment requirements. Optimizing vehicle workshop layout for workflow. Implementing quality management systems to ensure the reliability and safety of vehicles. Develop the key performance indicators KPIs for monitoring the fleet and workshop performance. Perform other related duties as required! Spare parts Management and acquisition: Ensure the spare parts catalog is available for all vehicles and equipment. Reviewing the spare parts consumption and carrying out the necessary data analysis Conduct regular inventory checks and develop a plan to reduce spare parts obsolescence. Ensure the availability of the safety stock buffer stock based on demand variability, lead time, service level, forecast accuracy, and supply chain reliability. Monitoring the spare parts requests raised by all sectors to verify the actual needs and develop the necessary plan for monitoring the service orders. In consultation with all MTOs, Prepare the necessary budget for spare parts. Inventory planning and control, carrying out the necessary spare parts analysis such as ABC, XYZ, FSN, … to take the necessary corrective actions accordingly.
Education
High School diploma or equivalent is required.
Job – Specific Qualification

Work Experience
A minimum of 10 years of combined experience in transport operations, fleet maintenance, and managing workshops at the international level is required. A minimum of one year of finance and budget experience within the United Nations is required. Work experience in utilizing the SAP systems such as UMOJA for finance, budget, vehicle maintenance and supplier relation management is required. Work experience in vehicles spare parts management, acquisition, and data analysis is desirable. Previous experience in quality control/assurance is desirable.
