Under the overall direction of the Chief Security Officer and the direct supervision of the Chief Security Information and Operations centre (SIOC) and within limits of delegated authority, the Security Officer will perform the following functions: ? Operates the Security Information Operations Centre (SIOC-OPS) in shifts covering 24/7, including nights, weekends, and/or UN holidays. ? Monitors the in-house surveillance system (CCTVs), VHF/HF radios, Traff-tracking systems, Fire Alarm Units, Early Warning Systems, Mobile and SAT phones. Learn the proper use of each piece of equipment and immediately report all malfunctions to the SIOC Supervisor and/or responsible Unit. Learn the proper use of each piece of equipment and report all equipment malfunctions to the relevant personnel as soon as possible. This includes monitoring the in-house surveillance system, which consists of the Cashier’s Office, the RSC residence, UNSCO Ramallah’s Office, and UNTSO’s Repeaters in Ajloun. All alarms are to be addressed expeditiously. ? Conduct a weekly Comms. Check with all outstations, to test functionality of SAT phone, desk phones, and VHF/HF radios. ? Monitor ongoing Security developments and, in consultation with the SIOC-Information Cell, drafts advisories in coordination with SIOC info, and disseminates Security broadcasts to the staff members of the United Nations Truce Supervision Organization/United Nations Special Coordinator for the Middle East Peace Process (UNTSO/UNSCO) and Observer Group Golan-Tiberias (OGG-T) as required. ? Monitor the United Nations Department for Safety and Security (UNDSS) messaging platforms and disseminate to staff as required. ? Monitor the electronic Entry Permit dashboard and approves the requests after consultation with the concerned staff or office. Ensures entry permits are processed timely and the Guard Force promptly informed of the impending visit. ? In coordination with the Head of Mission/Chief of Staff (HoM/COS), Personal Protect Unit (PPU) Team Leader, remain abreast of all Hom/COS movements and Regional Liaison Visits (RLVs). ? Conduct periodic internal patrols of the main building and provide advice/support to staff or Unit whenever required. ? Assist the Fire and Safety Officer during fire evacuation drills. ? Maintain the SIOC-OPS logbook. ? In coordination with SIOC-Info, and after receiving the Daily Security Report (DSR), populate the Situational Awareness Geographical Environment Database (SAGE). ? Share pertinent media and incident reports with SIOC-Info. ? Conduct the UNTSO/UNSCO Head Quarters Monthly Radio Check. ? Ensure the Mission Leadership Team (MLT) presence notice board is kept updated. ? Assist Area Security Officers (ASOs) with emergencies at the Outstations, including medical evacuations, when necessary. ? Provide the Security Induction Brief whenever requested. ? Collect pertinent information to produce a well-written and relevant initial incident report when required for the Security Investigations (SIU). ? Perform any other task(s)/duties assigned by the Chief Security Officer.
Education
High school diploma or equivalent technical or vocational certificate is required.
Job – Specific Qualification
UNDSS certification in any of the following area, Security Certification Program, Security Analysis Practice and Process, are desirable.
Work Experience
A minimum of six years (6) with a high school diploma of progressively responsible experience in the military, police, or security management, including a minimum of two years (2) of experience in security operations centers or similar within a military, police or security organization is required. At least three years (3) experience at the international level in the Middle East is desirable. Experience in fire safety, or military/police organizations is required. Experience in security operations, security risk assessment, standard operating procedures, physical security, coordination with local authorities and law enforcement agencies is desirable. Experience in working with emergency communication system, crisis management, security administration, security logistics in a difficult security environment, security staffing in multicultural environment is desirable.
Languages
English and French are the working languages of the United Nations. For the advertised position, fluency in English (oral and written) is required.
