Responsibilities

The incumbent will be leading the ASYCUDA Programme and will be responsible for the planning and implementation of the work programme. Within delegated authority, the incumbent will be responsible for the following duties: ? Formulates and implements the substantive work programme of ASYCUDA under his/her supervision. Oversees the management of activities undertaken by the Programme, ensures that programmed activities are carried out in a timely fashion and coordinates work in the different areas both within the Division and Department, and with other organizations of the United Nations System, as appropriate. ? Develops and maintains cooperation with external entities/organizations with focus on customs and trade matters. ? Leads, supervises and carries out the work programme of ASYCUDA ; guides and oversees the development of its strategy, software and other products. Coordinates, directs and supervises the activities of the heads of regional offices and programmes. ? Oversees the development of new ASYCUDA products and the transition to newer systems promoting the Single Window concepts and Customs ICT-based data exchanges. ? Oversees the preparation of project documents and reports, as well as outreach materials. ? Ensures that the outputs produced by the Programme maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Programme under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. ? Assists the Director in preparing the work programme of ASYCUDA, determining priorities, and allocating resources for the completion of outputs and their timely delivery. ? Coordinates and oversees the preparation of technical assistance projects, funding and budget process. ? Oversees the substantive and administrative tasks necessary for the functioning of the Programme, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (ePerformance), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting. ? Recruits staff, taking due account of geographical and gender balance. ? Manages, guides, develops and trains staff under his/her supervision. ? Fosters teamwork and communication among staff in the Programme and across organizational boundaries. ? Leads and supervises the organization of meetings, seminars, etc. on technical issues. Manages the substantive preparation and organization of such meetings or seminars. ? Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or holds programmatic/substantive and organizational discussions with representatives of other institutions. ? Guides the development of Customs automation concepts and their translation into new products with a view to maintaining the ASYCUDA lead in the customs area. ? Represents the Division at international, regional or national meetings.

Requirements: 

Education

Advanced university degree (Master’s degree or equivalent) in computer science, engineering or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of fifteen years of progressively responsible experience in leading and managing business automations for the public sector is required. Experience in the development and implementation of IT solutions for customs administration is desirable. Experience as per the above acquired in developing countries is desirable. Experience in leading and managing a large and diverse team is desirable. Experience working in an international organization is desirable.

Languages

Fluency in English (both oral and written) is required; knowledge of French is desirable. Knowledge of another UN official language is an advantage.
