Within delegated authority, the Programme Officer will be responsible for the following duties in connection with UNCTAD’s resource monitoring, risk management and oversight functions: ? Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. ? Supports the preparation of the annual statement of internal controls and coordination and liaison with relevant parties; ? Acts as organization oversight focal point and coordinates organization oversight activities, including requests for information and inputs to the reports, including liaison with internal oversight bodies. ? Supports the revision of the organization risk register and assists in the organization of regular meetings of the Risk Committee. ? Coordinates and supports other organization processes related to the implementation and reporting on accountability framework and delegation of authority. ? Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. ? Takes a leading role in the engagement and coordination with the service provider (UNOG), to identify and assess any emerging issues, and corresponding solutions which are sustainable and fit-for-purpose, including with respect to SHP project and UNCTAD move; ? Takes a leading role in drafting and coordinating the Service`s communications outputs, including the one related to the annual report; ? Assists in data collection and undertakes data analysis, research, and presents information gathered from diverse sources. ? Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. ? Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. ? Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. ? Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc and undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. ? Provides support to the Director, Programme Support and Management Service, as required. ? Performs other duties as required.
Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, social sciences or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
Certification in project management (such as PRINCE2 Practitioner or equivalent) is desirable.
Work Experience
A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required. At least three years of hands-on experience in the coordination of central management functions within the United Nations is desirable. Experience in using large data to inform decisions, strategies and execution is desirable. Experience in establishing and monitoring risk controls and key performance indicators at the organizational level is desirable.
Languages
Fluency in English, (both oral and written) is required; fluency in French is desirable. Knowledge of another UN official language is an advantage.
