Within delegated authority, the Human Rights Officer will be responsible for the following duties: ? Plans and coordinates activities related to thematic and country mandates on human rights, taking in consideration the gender perspective. ? Conducts substantive research and analysis on human rights issues/events and assesses their impact on the projects in Haiti. ? Conducts, collects and analyses monthly monitoring indicators from implementing partners, segregated by gender, age, and specific needs. ? Ensures that human rights issues, including their impact on gender equality, are integrated into political, humanitarian and economic activities in the HRS’ programmes and projects. ? Defines a work and budget plan for assigned thematic responsibilities in accordance with established terms of reference. ? Assists the national country military and police in to the development and implementation of a training programs in the field of human rights, international humanitarian law, democracy, and the rule of law, with special attention for to gender perspectives. ? Organizes and carries out – under supervision of the Head of Unit – regular field visits with the objective of monitoring the human rights situation, follow up on specific cases of interest, identify technical cooperation needs and report on the implementation of programmatic activities of the HRS. ? Represents the UN human rights programme at working level meetings. ? Supports HRS capacity-building efforts on human rights in Haiti. ? Writes a variety of reports, analysis, communications, briefings, statements, etc., for the purpose of submission to the national policy-making bodies. ? May provide guidance to new/junior staff. ? Performs other related duties as required.
Education
Advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five (5) years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required. Out of the five years, at least two years of the experience in the development of building capacity activities and training modules on human rights is desirable. Experience in project management, budget planning, as well as monitoring and evaluation is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in French (both oral and written) is required. Fluency in oral and written Haitian Creole is required. Knowledge of English is an advantage.\
