Responsibilities: 

  1. Responsive, and responsible institutions ensure transparent, gender responsive, effective, and efficient justice systems to address people’s justice needs all over Libya. Community oriented access to justice and security is enhanced in key jurisdictions, particularly for women and children and at-risk and vulnerable groups processes.
  2. An environment conducive to peaceful resolution of conflicts, is progressively expanded through working with CSOs, youth and women networks.
    One of the flagships supports on Rule of Law is about Addressing the issue of missing persons through supporting meaningful victim participation and building responsive justice and security sector institutions, a project funded by the Ministry of Foreign Affairs of the Kingdom of the Netherlands and implemented jointly with the UNSMIL.

Within the delegated authority and under the supervision of the Rule of Law Project Manager or his/her designated mandated representative(s), the UN Volunteer Monitoring, Evaluation, and Learning Specialist has overall responsibility for monitoring, evaluation, learning, and results reporting activities for the project. Key tasks include:

  1. Monitoring and Evaluation
  • Lead on development and completion of the project M&E framework based on the final approved project work plan, to include:
    o Results and indicators table
    o Results monitoring tool
    o Periodic results reporting tool
  • Contribute to the development of the monitoring frameworks and tools for the project’s activities and initiatives.
  • Set up and maintain a database for the management of the indicators framework.
  • Take overall responsibility for the monitoring and update of risks, results and adaptative action in the workplan, log frame and on Quantum.
  • Prepare draft TORs and evaluation questions for reviews and evaluations in accordance with UNDP guidance. Assist in the preparations of the mid-term review and/or project evaluation if necessary as well as spot-checks, HACTs and other administrative requirements (drafting, contracting, operational facilitation).
  • Oversee and execute MEL activities as per the Annual Work Plan, with particular focus on results and impacts as well as on lesson learned.
  • Prepare a quarterly results tracker with key activities, indicators, baseline, and targets under the project’s outputs to obtain quarterly progress towards attainment of the annual results.
  • Undertake regular visits to the field to support implementation of MEL and to identify where adaptations might be needed.
  • Ensure that project’s results are well captured in the UNDP’s corporate platforms: Integrated Work Plan, ROAR, Project Results in Quantum, SDGs reporting, Annual Business Plan, Strategic Plan reporting, UNSDCF reporting, data collection related to the project etc.
  1. Reporting
  • Take overall responsibility for the project’s reporting activities: draft, compile inputs, finalize, ensure design and synthetic infographics for all ad-hoc, donor and corporate reporting requirements. Coordinate with UNDP focal points for corporate requirements.
  • Support with the reporting requirements and needs of partners and technical specialist in collaborating with project Manager (generate templates, provide training, review, and ensure quality or, support drafting where necessary).
  • Supports the project team in collecting and analyzing data for reporting and learning purposes.
  • Design systems to constantly improve data collection notably disaggregated data, coordinate the baseline assessment and other feedback mechanisms,
  • Support preparation of the regular board meetings (documentation, reflection, presentations).
  • Act as the communication focal point for the RoL project including maintenance of database and tracking of visibility outputs and production of communication and media reports.
  1. Lesson learning and capacity development
  • Capture lessons learnt and facilitate regular learning sessions for the project team and support the Project Manager in monitoring risks, emerging opportunities and support and take ownership of developing annual workplans, draft internal and external reports.
  • Document lessons learned by the project with a focus on results, impact, and outcomes, and present these at least every 6 months.
  • Working with the Project Manager, support the design and implementation of a system to identify, analyze, document, and disseminate lessons learned.
  • Where possible, support communication activities, management of the community of practice, event management and reporting.
  • Ensure that results are visible and communicated appropriately to the identified target audience of the project.

In coordination with the project team, collect case studies to illustrate challenges, progress, and innovation in the project’s work. These should include a gender equality and social inclusion perspective.
– Constantly seek exposure to global and regional communities of thinking and learning, bring back ideas and proposals to the project.
– Conduct learning events, seek, and disseminate opportunities for project and technical learning, constantly update the project team on opportunities for growth and learning.
– Support the learning process of the project team by participating in the facilitation and organization of the annual cohorts.
– Any other related tasks as may be required or assigned by the supervisor.

Requirements:

  • Specialist knowledge and experience in MEL methodologies and approaches, including quantitative, qualitative, and participatory approaches and planning, design, and implementation of MEL systems for development projects.
  • Good understanding of Rule of Law issues in a fragile or post-conflict country context e.g., the Libyan context.
  • Experience in working in the UN or other international development organization is an asset.
  • Demonstrated experience in excellent analytical, communication, writing and presentation skills.
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills.
  • Conversant with standard office computer software and basic database software (Access, Excel, etc.) suitable for MEL data management.
  • Demonstrated experience and familiarity with UNDP’s standards for MEL is an asset.
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development.
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel.
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines.
  • Have affinity with or interest in development issues, volunteerism as a mechanism for durable development, and the UN System.
