Responsibilities: 

The post holder is responsible for planning, implementation & monitoring of all activities in the respective area as per ACCESS PROJECT (MR5). He/she is accountable for the administration and fiscal management of the project; the direction, supervision and evaluation of staff; planning implementation and evaluation of project activities; She/He is responsible for ensuring the technical inputs and support are provided to the project teams and partners in all project sites; She/he is responsible for the review and refinement of strategies and ensuring the effective and efficient delivery of all program activities and outcomes; establishes mechanisms for accountability and learning; She/He is responsible for the preparation and production of all reports. The Manager is also responsible for engaging with relevant Regional and Provincial government agencies and units. She/He is responsible in building and strengthening partners including alignment to child rights programming, program quality delivery, and financial viability. He/she is responsible for coordinating to consortium partners to monitor progress and delivery of project activities.

The post holder will be one of the team members under Save the Children which is also a member of the consortium implementing the project called ACCESS: Assisting Most Vulnerable Communities Affected by Complex Emergencies Access Quality and Timely Humanitarian Services. The Action will address urgent, unmet multisectoral needs among most vulnerable populations, giving priority to those recently displaced and affected by chronic conflict compounded by natural hazards, climate and environmental risks and other shocks. To effectively address impacts of intersecting crises exacerbated further by IHRL/IHL violations, Action will deliver gender- and culture-sensitive, age and disability inclusive, and environment- and climate-smart food, WASH, shelter, health, education in emergencies and protection assistance. A stand-alone rapid response mechanism incorporating applicable anticipatory actions will be put in place, to respond to the multi-sectoral needs of newly displaced and affected populations. An approach of filling assessed gaps in needs will be applied in the delivery of multi-sectoral humanitarian assistance.

At least 31,799 unique beneficiaries will benefit from the multi-sectoral assistance of the Action that will be implemented by a consortium of 4 INGOs working with 7 national NGOs, including 2 women’s organizations as implementing partners, as manifestation of the commitment to localization. The partners bring together elements necessary to effectively deliver multisectoral assistance in complex settings: organizational and technical capacities, capacity to understand local contexts, and the strong bonds with communities and vulnerable people.

This 24-month Action, designed to link with and complement two Culture and Peace consortium projects funded by DG INTPA and implemented by Action partners CARE and Save the Children, will contribute to the operationalization of the nexus, and help expand linkages across the humanitarian, development, and peace domains, necessary to effectively address the immediate and long-term needs of populations chronically affected by intersecting conflict and crises.

Requirements:

  • Significant management experience (5 years plus) working in both emergency response and development contexts in the Philippines or internationally.
  • Education to MSc/MA/MEng level in a relevant subject or equivalent field experience
  • Previous experience of managing a large team
  • Previous experience of project management, including multi sector programmes
  • Budget management experience including institutional donors
  • Security management experience in insecure environments
  • Field level representation with key stakeholders and co-ordination with another NGOs/UN
  • Demonstrable experience of oversight of Monitoring, Evaluation Accountability and Learning mechanisms
  • Ability to write clear and well-argued assessment and project reports
  • Excellent communication skills
  • Strong influencing skills and experience in advocacy
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • A high level of written and spoken English and Tagalog
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
  • Previous first phase emergency response experience
  • Multi-site management experience
  • Previous experience of managing international staff
  • Experience of working with major institutional donors such as ECHO, DFID, USAID
  • National level representation with key stakeholders and co-ordination with another NGOs/UN
