Responsibilities:

Under the supervision of the Chief of WASH/CEED (Climate, Environment, Energy and Disaster Risk Reduction), you will be responsible to support UNICEF Brazil Country Office – BCO’s actions related to climate change in all areas (Water, Sanitation, and Hygiene; Education; Health and Nutrition; Communication; Adolescent Engagement and Participation; Monitoring and Evaluation) through the established working group and ensure the implementation of a comprehensive internal strategy as well as make efforts towards resource mobilization and strategic partnerships. This includes:

1. Provide technical support regarding Climate, Environment, Energy and Disaster

  • Support Programme Sections across UNICEF BCO in identifying section niches for addressing Climate Change and Environment impacts on children, awareness raising, engagement and design of programmes to support the rights of children, and support risk informed programming in Brazil Country Office (BCO).
  • Lead on the finalization and monitoring of implementation of BCO’s climate action strategy, through interaction with section focal points.
  • Provide technical support for implementation of BCO’s Communication and Advocacy under the Global Action Priorities.

2. Coordination and management of the climate change working group ensuring to contribute to the UNICEF 30 climate vision work.

  • Develop capacity building plan for UNICEF BCO, including available tools, resources, information etc. within and outside to support UNICEF BCO in the implementation of climate change sensitive programming.
  • Liaise with other stakeholders active in climate change and environmental sustainability in Brazil and Regional Office for coordination, lessons learned and good practices and ensure linkages/knowledge exchange with national, regional and global stakeholders.
  • Technical support for the implementation of BCO’s Greening activities.

3. Management of climate finance, partnership and resource mobilization initiatives and provide linkages to regional efforts

  • Establish climate and environment focused partnerships with Civil Society Organizations, Government, UN and development partners. Actively contribute for the implementation and monitoring of the UNSDCF, in the areas related to climate and environment.
  • Support the representation in climate related fora, including direct participation on behalf of UNICEF BCO programs including engagement in the COP advocacy points and initiatives.
  • Lead on fundraising for climate change adaptation and mitigation proposals as well as inputs to proposals, including support in accessing climate financing in line with the BCO Resource Mobilization strategy.

4. Generate evidence, policy advocacy and positioning of UNICEF in climate change and children

  • Provide technical guidance and policy advice to government officials, the private sector and civil society partners on climate change and environmental risks facing children.
  • Support communication and policy advocacy regarding climate change, environmental degradation and child rights in Brazil, and input into key national climate and environment policy dialogues.
  • Lead the development of an analysis of the impact of climate change and environmental risks for children in Brazil, and define objectives, actions and best practices for protecting them as part of BCO implementation strategies.
  • Identify partners and entry points for strategic engagement regarding climate change impact on children as well as strategic entry points for engagement with the government.

Requirements: 

Education: An advanced university degree in one of the following fields is required: Social Sciences, International Relations, Government, Climate Change, Social and Economic Development, International Cooperation or another relevant technical field.

Experience:

  • Five years of relevant professional work experience in areas related to development cooperation in climate change adaptation and mitigation, environment and socio-economic development.

Desirable:

  • Background/familiarity with children’s rights and gender in the context of climate change adaptation and mitigation is considered as an asset.
  • Knowledge or experience managing climate related database or studies is an asset.
  • Knowledge or experience with climate change related to advocacy and collaboration with government.
  • Proficiency in Spanish is an asset.

Language: Fluency in English and in Portuguese is required.
