Responsibilities: 

The objective of this assignment is to implement a comprehensive Health Screening Scale-Up across 1200 schools in Balochistan under the Education Support Program – II.

The scope of work To encompasses a multifaceted approach to support the School Education Department in the implementation of the Health Screening Scale-Up in 1200 schools within the Balochistan Education Support Program – II. The consultant will lead the development of crucial content, including comprehensive guidelines for health workers, teachers, and parents/communities, ensuring cultural relevance and alignment with the local context. This involves crafting detailed formats/templates for recording student health profiles, documentation processes, and mapping strategies for convenient health facility referrals. Additionally, the consultant will facilitate the development of an operational plan for school health screening. The consultant will also support in the capacity building of relevant personnel, track individual health cases, document case studies, and establish monitoring and evaluation mechanisms. The consultant’s role extends to bridging the health and education sectors at the school level, fostering collaboration, and ensuring the seamless integration of health screening into the broader educational context.

Main Task/Milestones:

Content/Material Development:

1. Develop comprehensive guidelines outlining health screening procedures, protocols, and roles for health workers involved in the initiative.
2. Create guidelines for teachers on their roles and responsibilities during health screenings, including cooperation with health workers and facilitating student participation.
3. Develop informative guidelines for parents and communities, explaining the health screening process, its importance, and how they can support and participate.
4. Formulate detailed guidelines that provide a step-by-step approach to implementing health screenings in schools, ensuring standardization and consistency.
5. Develop a clear and efficient process for documenting each stage of the health screening initiative, ensuring thorough and organized record-keeping.

Operational Plan Development:

1. Develop a detailed operational plan in consultation with key stakeholders outlining the step-by-step process of implementing health screenings in 1200 schools in the focused districts.

Referral Facility Mapping:

7. Design and develop referral system
8. Develop geographical map highlighting the locations and details of nearby health facilities to 1200 selected schools for effective and timely referrals, using secondary information from Education and Health Department.
9. Design and conduct Orientation Sessions for nearest health facility staff on the referral system, process and mechanism.

Individual Case Tracking:

10. Establish a robust paper-based system for tracking individual health cases from initial screening through referral and follow-up, ensuring continuity and accountability. Design methodology for linking and recording health profiles in EMIS.

  • Geographical Map identifying nearest referral facility to 1200 selected schools with contact details, reviewed and approved by UNICEF and School Education Department.
  • Number of staff trained in nearest facilities (emergency districts), certified by UNICEF and SED.
  • Student Health Profile indicators.
  • Student Health Profile template.

Requirements: 

  • An advanced university degree (Master’s) in Health Education, Public Health Management or any other related technical field is required.
  • Minimum 5 years of experience in health screening program implementation.
  • Expertise in content development for health-related guidelines.
  • Previous experience in designing templates for health data recording.
  • Familiarity with mapping health facilities for referral purposes.
  • Proven track record in individual case tracking within health programs.
  • Strong documentation and case study writing skills.
  • Demonstrated ability to work in a multicultural environment and to establish harmonious and effective relationships both within and outside the organization, more specifically with National Statistical Offices.
  • Demonstrated leadership, managerial and supervisory ability; Ability and willingness to travel extensively in-country.
  • Experience of working with UN agencies is an asset.
  • Fluency in English and Urdu is required. Knowledge of a local language is an asset.
