Responsibilities:

Assists the supervisor in planning, organizing, staffing and managing the Logistics Office to ensure logistics services are provided across the Field with optimal efficiency and cost. Distribution and Warehousing: Manages the overall process and activities within distribution and warehousing through: -Facilitating the receipt of supplies by land, sea and air through liaison with customs, port, shipping and government authorities and the processing of customs, tax exemption insurance, clearing and forwarding documentation and in warehousing and delivery of supplies as planned. -Ensuring proper conducting of quality control on supplies and materials received. -Supervising the sale of surplus or unserviceable equipment. -Supervising the operation in stock control and warehousing functions. -Supervising Distribution Centers operations, if applicable, and liaising with the client departments on distribution planning and implementation. -Proposing and overseeing annual warehouse improvements, security and risk management. -Overseeing Field office emergency preparedness and carrying out country logistics assessment. Fleet Management: Manages the overall process and activities within fleet management through: -Supervising the Motor Vehicle Workshop’s operations, ensuring the Field Vehicle Fleet is well maintained, repairs are conducted in line with the relevant standards specific to the category of vehicles. -Overseeing the outsourcing repairs of motor vehicles and other programmes services delivery machinery. -Leading cost efficiency in the usage of vehicles with the designated duty station. -Coordinating fleet replacement planning, and disposal in line with fleet policy. -Leading transport vendors assessment ahead of Long-Term Agreement (LTA)/contract awarding and oversees operation relationship for distribution, management of losses and any reconstitutions. -Supervising the transportation services and manages drivers through the fleet personnel at central and area level dispatching points, ensuring proper management of the high value assets (buses, compactors, bobcat, armored vehicles, minivans, SUVs, and sedans) and their allocations as per the applicable policies. -Ensuring the uninterrupted operations and maintenance of the Field Generators are performed in line with factory standards. Participates in field office proposal development, collates relevant logistics costs, and prepares and manages the budget in the field office. Leads the establishment and integration of fleet, warehouse, and distribution manuals and policies into institutional practices. Participates in external coordination meetings with other stakeholders in relevant meetings and strategic discussions. As relevant to specific roles, carries out periodic reviews and preliminary market surveys on all major contracts for fresh food, portage services, transportation services disposal of goods etc., and collecting relevant data for review of contract proposals. Trains, coaches, monitors and evaluates staff; participates in recruitment and selection of new staff and provides advice and guidance on professional development, communicates strategic issues and build cohesion, commitment and confidence. Co-ordinates with Central Support Services Division (CSSD)-HQA/Area and Field Management Team (FMT) for reporting, monitoring and evaluating efficient logistics operations are maintained. Provides technical advice and assistance on logistics matters to other Departments and installations in the Field. Performs other duties as may be assigned by the supervisor.

Requirements:

Education

Advanced university degree (master’s degree or equivalent) from an accredited educational institution in supply chain management, transport management, engineering, business administration, public administration, commerce or related field.

At least seven years of progressively responsible and professional related work experience in administration and operation of a complex logistics office, field operation or logistics hub, of which at least three years have been in a supervisory position, is required.
