Responsibilities: 

Within delegated authority, the Security Coordination Officer will be responsible for the following duties: ? Prepares, and reviews security plan, contingency plan for the geographic area, and other security management documents including all aspects related to elaboration, development, implementation and updating of the documents. ? Ensures the use of UNSMS security risk management strategies and policies to identify the strengths and weaknesses of different solutions, conclusions, or approaches to problems at UN premises. ? Ensures the preparation, review and implementation of security planning, security risk management documents and risk management-based security solutions for UN personnel, premises, and operations. ? Provides written guidance of security components and procedures as required. ? Participates in the Area security related meetings, committees, and task forces, delivers briefings, and provides responses, as needed. ? Maintains continuing lines of communication with security focal points and all other agencies involved in peacekeeping and other missions to ensure maximum security coordination. ? Provide advisory to the Area Security Coordinator ( ASC) and Serves as a member of the United Nations Area Security Management Team, developing and contributing to implementation and evaluation of the effectiveness of the Area security plan. ? Assesses prevailing local security conditions, identifying security trends and advising UN staff, project personnel on potential security problems, such as mines, kidnapping, armed attacks, arrest, and detention. ? Maintains an ongoing evaluation of air, land and sea evacuation routes and resources for use in emergencies, ensuring the availability of vehicles, aircraft, vessels, fuel supply and assessable roads. ? Ensures that fire detection devices and fire-fighting equipment are available on the premises., maintains fire evacuation plan and conducts fire drills and training, as necessary. ? Maintains office security by conducting physical security inspections of facilities, issuance of identity cards, if possible, background checks, and entry control. ? Ensures availability of emergency communications system by making periodic checks to determine if system is functioning properly; arranges for necessary repairs or adjustments. ? Investigates security-related incidents involving UN staff members, UN assets, and prepares report of fact findings. ? Assumes responsibility for guard force management. ? Assists in the response to crisis events and security incidents. ? Facilitates the coordination of Close Protection (CP) security arrangements between field duty stations and headquarter. ? Collaborates closely with peers and colleagues, non-governmental organizations, diplomatic missions, and Host Government representatives on security issues and in the event of natural disasters. ? Strengthens awareness and capacity of personnel by supporting the development, updates and delivery of contextually relevant security training and advice including on Residential Security Measures. ? Conducts security training in such subjects as the security management system, responsibilities of Area. . Coordinates Wardens system and personal security awareness. ? Performs other relevant duties as required. ?

Requirements: 

Education

? An advanced university degree (Master’s degree or equivalent such as a senior command and staff college qualification) in security management or business administration, political/social/military science, or international relations with focus on security management. ? A first-level university degree in combination with two ( 2) additional years of qualifying experience in military, police or security management may be accepted in lieu of the advanced university degree. ? A first-level university degree may be substituted with a diploma from a national police or military academy resulting in an appointment as a Commissioned Officer (i.e. Lieutenant / Inspector or equivalent), in combination with four additional years of qualifying experience in military, police or security management, maybe accepted in lieu of a first level university degree.

Work Experience

? A minimum of five (5) years with an advanced university degree (seven years with a first-level university degree) of progressively responsible of security experience in the military, police or security management is required. ? At least two (02) years of experience of UN security related operations at international level and in a conflict or post-conflict environment is required. A minimum of two (2) years of progressively responsible experience in such areas as security programmes, risk assessments, or analysis is required. ? Experience in management of security units in a United Nations Management System (inclusive of peacekeeping, political missions, and UN agencies, funds, and programs) or similar international organization or non-governmental organization in a field-based environment is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.
