Responsibilities:
The terms of reference are intended for the hiring of three (3) experts, with each expert dedicated to one of the three regions, Lviv, Ivano-Frankivsk and Volyn.
Candidates must be residents of or currently residing in Lviv, Ivano-Frankivsk, or Volyn, or should be willing to relocate to these regions for the duration of their contract.
Under the direct supervision of the UNIDO Project Managers at UNIDO HQ in Vienna and the National Project Coordinator (NPC) in Lviv and in close cooperation with the project team in the field and HQ, the international expert will perform the following duties:

Identification and selection of entrepreneurs: in close cooperation with the NPC and national partners (business support institutions, TVETs, universities), identify and select aspiring entrepreneurs (youth, women, students, internally displaced persons (IDPs) and returnees) who have developed a business model canvas (BMC) or draft business plan and require coaching to launch a business. | Approximately 40 aspiring entrepreneurs per region (Lviv, Volyn, Ivano-Frankivsk) selected for group coaching, and 25 for individual coaching (note: the latter may be included in the group coaching) |
Group coaching: develop and implement a group coaching program, in close coordination with the project team, to provide aspiring entrepreneurs the technical support and knowledge/skills necessary for finalizing business plans, to be delivered in person and/or remotely. Areas of focus include marketing, access to markets, access to funding, certification, customer relation management, management, accounting, legal requirements to set up a business. | For each region (Lviv, Ivano-Frankivsk and Volyn):
At least 4 group coaching sessions (2-3 hours each), engaging around 35-40 aspiring entrepreneurs either in person or remotely on technical topics in line with needs of entrepreneurs and in coordination with the project team |
One-on-One Coaching: Provide personalized business coaching to entrepreneurs, helping them to develop and refine their business strategies, review and finalize business plans, develop finance plans/schemes and understand market dynamics. The expert will collaborate with each aspiring entrepreneur to establish a shared schedule for the planned activities. | For each region (Lviv, Ivano-Frankivsk and Volyn):
At least 20 hours (2 ½ working days based on 8 hours per working day) of individual coaching sessions for a minimum of 25 aspiring entrepreneurs per region. At least 20 business plans finalized and ready for funding. |
Stakeholder Engagement: work closely with local business support institutions, educational entities, and private sector partners to align training programs with industry needs and opportunities. | Collaboration strengthened with local institutions and private sector, focusing on Austrian companies based in the three targeted regions; to facilitate ongoing skills development and employment opportunities. |
Reporting, monitoring and data collection: prepare activity and coaching reports and supporting documents in line with templates provided by the UNIDO project, including the collection of sex-disaggregated data and specific information on internally displaced persons and returnees. Share these reports with UNIDO for review and validation in compliance with project procedures. | Comprehensive reporting: submit detailed activity/coaching reports including sex-disaggregated data and specific data on IDPs and returnees for all training and coaching sessions. These reports are to be submitted monthly and at the end of the project. |
Education: Advanced university degree in Business Administration, Entrepreneurship, Marketing, or a related field is required.
Technical and Functional Experience:
Languages Fluency in written and spoken Ukrainian and English is required.
