Responsibilities: 

1. Ensure robust financial management for the project:

  • Supervise operations of the finance functions in implementing financial transactions and expenditure against project budgets
  • Ensure implementation on financial control procedures as per laid down set policies & procedures and ensuring statutory compliances, including:
  • Timely submission and processing of staff travel expense reports and other reimbursements
  • Verification of all vendor payments for general procurement, taxi & train travel, hotel, courier etc.
  • Timely submission & payment of invoices and staff claims
  • Verification of all the vouchers before release of payments.
  • Ensure coordination between finance and admin team for timely processing of payments.
  • Facilitate trainings to PR&SR staff about budgets, documentations, policies &procedures.
  • Provide guidance/approvals to SR for budget related activities.
  • Prepare grant specific policies and procedures to A&F control and compliances

2. Responsible for LFA review, project, statutory and internal audit functions, and bank operations

  • Liaison with Global Fund (GF) in selection of project auditor, as per laid down processes GF manual.
  • Carry out project audit/grant closure audit through project auditor, finalization, and submission of report to GF.
  • Assist in other audit internal audit, LFA review, statutory audit etc.
  • Oversee funds management at PR&SR level. Review and finalize funds request to Global Fund on quarterly basis.
  • Coordinate with WJCF – HQ for review of funding request, expenditure report and reconciliation.

3. Oversee preparation of budgets, forecasts and cash flows and act as the authority for routine fund clearances and approvals

  • Finalize budgets & prepare agreements/contracts in close coordination with the program team, country office & HQ
  • Coordinate with the annual fiscal planning for the project budget
  • Review compliance of actual expenditure in line with the donor’s requirements
  • Interpret and analyse actual results against budget and feedback to the budget holders with advice and recommended actions if necessary
  • Prepare budget for reprograming activities and liaison with LFA for finalization.

4. Ensure strict compliance with applicable in-country laws and regulations, including taxation laws

5. Ensure timely and accurate submission of project financial reports to relevant donors

  • Preparation of PU/PUDR reports along with all necessary documents as required by donor
  • Liaison with WJCF – HQ for review and finalization of reports for onward submission to GF
  • Ensure standard reporting from SR’s for uniformity and better report management.
  • Ensure timely & accurate submission of annual financial reports from SR’s
  • Prepare consolidated annual financial reports for project audits.

6. Conduct administrative and financial reviews of project

  • Partner evaluation/ onsite review: Visit partner’s site to review their books of accounts to ensure the correctness of the financial reports submitted during the period & review that the funds are spent in accordance with the contracts/agreement
  • Build capacities of the partners and ongoing mentoring to strengthen their financial systems and control

7. Supervise the administrative and procurement functions to ensure timely support is provided in all the project areas, including but not limited to:

  • Timely procurement of goods & services
  • Petty cash management
  • Ensuring procurement, maintenance and smooth functioning of all assets to promote optimum utilizationEnsure all the procurements are done in line with approved procurement policy/budget.
  • Review contracts and other related documents as per WJCF policy.
  • Attendance & leave management
  • Provide training and mentorship to all administrative and financial staff members of project
  • Oversee development and monitor compliance to relevant donor guidelines
  • Oversee functions of inventory management and control.
  • Participate in the selection process of Finance & Administrative staff.

8. Grant management:

  • Support in preparation of RFP/EOI, ensure transparent and judicious system of partner selection, negotiations and finalization
  • Other responsibilities as needed

Requirements: 

  • MCom / MBE / MS with specialization in Finance, CFA, or CMA from a reputed institute with minimum 8 years of experience out of which minimum two years of experience at mid- level in a reputed company or international development agency.
  • Chartered Accountant (CA) or Certified Public Accountant (CPA) certification would be preferred
  • Proven experience in large international development sector organizations and experience working on Global Fund projects is desirable
  • Excellent knowledge of MS Excel, PowerPoint, Word and other Office Suite applications
  • Excellent Knowledge of Tally ERP Accounting Software (9.3), QuickBooks, and Agresso.
  • Demonstrated high degree of competence with advanced dashboards, reports, and models through Excel, Power BI, and PowerPoint to aid decision making
  • Highly sound theoretical and practical understanding of Indian GAAP and laws governing Non-Governmental Organizations in India
