Responsibilities:

The consultancy will undertake the following key activities:

  • Market and Ecosystem Analysis, including:

o Leading global trends: Analyze and provide an overview of leading global trends and initiatives around innovation for climate action and the investment industry that are (i) aligned to IDB Lab’s mandate and focus on innovation for inclusion, (ii) relevant to the LAC region, and (iii) aligned with GEF,GCF, and other climate related potential partner’s priorities.

o LAC opportunity analysis: Based on the above, identify core opportunities for climate action and VC funds that will help to enhance/refine IDB Lab’s proposed platform . This will include mapping of Nationally Determined Contributions (NDC) and Long-Term Strategies (LTS), vital economic sectors/industries with the most significant potential for purpose-driven climate tech innovation.

o Catalyzing Resources: Identify leading public agencies and bilateral donors interested in the highest-risk investment tranches that could be potential investors in the platform. Define strategic entry points for collaboration based on strategic priorities and risk-reward profiles suitable to lock in mutual interest and traction.

 

  • Platform – Structure, Pitch Deck, and Overview including:

The consultancy will undertake the following key activities:

  • Market and Ecosystem Analysis, including:

o Leading global trends: Analyze and provide an overview of leading global trends and initiatives around innovation for climate action and the investment industry that are (i) aligned to IDB Lab’s mandate and focus on innovation for inclusion, (ii) relevant to the LAC region, and (iii) aligned with GEF,GCF, and other climate related potential partner’s priorities.

o Structure: Based on the above, define the platform’s objective, structure, governance, and justification of its importance with supporting evidence, and outline potential investors (public agencies and bilateral donors).

o Project Documentation: Prepare strategic documents related to the project approval.

o Overview of the Proposal: a 2-page summary to enable early engagement and feedback with potential climate partners such as GEF and GCF.

o Pitch Deck: Develop a versatile complementary Pitch Deck to facilitate engagement with institutional investors, and potential partners Nationally Designated Authorities (NDAs)[1] and obtain co-financing commitments from public agencies and bilateral donors for scale.

o Other documents: Prepare other documentation related to additional institutional investors requirements.

 

  • GEF Project Identification Form[1]: Prepare and complete the latest GEF Project Identification Form using as input the previous bullets and including context and baseline. Related documents or annexes to this document must be prepared as part of the deliverables.
  • GCF Concept Note: Prepare and complete the latest GCF Concept Note[2], using as input the previous bullets and including context and baseline; description; expected performance against GCF investment criteria; engagement among the GCF’s NDAs Accredited Entities[1], and other relevant stakeholders; indicative financing/cost information; brief rationale for GCF involvement and exit strategy; sustainability and replicability of the project; risk analysis; multi-stakeholder engagement; and other supporting documents for the concept note required by the GCF.

 

Deliverables and Payments Timeline:

The consultant will submit the following deliverables:

  • The Inception Report should include the general methodology, work plan, and detailed timetable for the consultancy development
  • The Market and Ecosystem Analysis should include an analysis of leading global trends, LAC opportunity analysis, and catalyzing resources (see previous section
  • The Platform Structure, Pitch Deck, and Overview should be developed based on the findings in the previous section. The platform’s structure, objective, and justification of its importance should be defined with supporting evidence and potential investors (public agencies and bilateral donors). This report should include a versatile Pitch Deck and a 2–5-page Overview (see previous section).
  • The GEF Project Identification Form and related documents.
  • The GCF Concept Note should include the documents detailed in the previous section
  • The final reports are expected to be in English. All reports will be delivered as follows: (i) The relevant electronic files in MS Word, Excel, or other application acceptable to the IDB (must include all annexes and appendices), and (ii) an electronic PDF file for each full report. These reports and electronic files should be delivered to the project supervisors within time limits.

Payments for the consulting services will be specified in the contract and made upon approval by the Bank of the following:

Requirements:

  • Education:Bachelor’s degree (or equivalent advanced degree) in Economics, Finance Business Administration, or other fields relevant to the responsibilities of the role.
  • Experience:At least five years of progressive experience with high-level expertise, a good understanding of the LAC entrepreneurial ecosystem, a proven track record in climate finance, resource mobilization, climate-tech innovation ecosystems, blended finance, and Venture Capital.
  • Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Key skills:

  • Strong organization and writing skills.
  • Excellent analytical skills with strong attention to detail.
  • Ability to work effectively and efficiently under pressure.
  • Knowledge (ideally practical knowledge) of how venture capital and/or private equity funds operate is highly desirable.
  • Experience in the evaluation of projects sponsored by GEF, GCF or/and other similar entities is a plus.
  • A good understanding of the mission and operations of Inter-American Development Bank or other international development financial institutions.
  • The candidate should also be motivated and highly effective in a team environment.
