Responsibilities:

Under the overall supervision of the D/SA, the SOC Assistant is responsible for supporting the UNSMS with the daily operations of the SCS.

  1. Scope of Work

Under the direct supervision of the SOC Associate, the SOCA will execute the duties and responsibilities outlined below:

Operational Support

  • Receives, transmits or relays security and safety messages and information on behalf of the Designated Official/Area Security Coordinator/Senior Security Personnel via all identified means of communication to personnel;
  • On receipt of notifications of security and safety incidents, escalates these via the appropriate and defined channels for follow-up and support;
  • Using the SCS, monitors the movement of field missions, as defined by the Security Risk Management (SRM) process and appropriate local standard operating procedures (SOPs);
  • Based on the local SOPs facilitates the provision of immediate support to the UNSMS personnel involved in security or safety incidents: alerts the response and support functions through the appropriate and defined channels, gives the necessary feedback and input to the personnel involved in the incidents, maintains the communication link to personnel, acts in an overall supportive role. Records all information and communications related to these incidents;
  • Notifies the respective UNSMS organization security focal points when their personnel are involved in a security or safety incident;
  • Monitors the usage of the SCS and ensures it is used according to established SOPs; guide personnel on appropriate behaviour when using the SCS;
  • Verifies the operational status of the SCS to ensure that personnel can use or access the SCS and that the SCS is functioning properly. Reports any anomalies to the appropriate authority for further action or guidance;
  • Undertakes personnel headcount in accordance with instructions from the Designated Official /Area Security Coordinator /Senior Security Professional, or an established SOP in a timely and accurate manner.
  • Conducts SCS Training to UN Personnel in Turkiye.
  • Supports radio communications between the United Nations agencies, performs periodic radio checks with UN agencies.

 Information Management Services

  • Informs UNDSS immediately of any incident/accident received via the communication network and accurately identifies exact location/grid references of all incident/accidents.
  • Monitors and records all security related media news for producing the draft daily situation report.
  • Act quickly in the event of a security incident, gather, compile and forward the draft security information to Supervisor for confirmation.
  • Provides draft SMS to the Supervisor in case of emergency and send SMS to all UN personnel after approval.
  • Maintains, monitors and updates the Geographical Information System.

Administrative Support Services 

  • Maintains the staff list including contact and residence details of all UNSMS personnel and their eligible dependents, and the list of UNSMS premises and vehicles;
  • Maintains the UN warden lists;
  • Maintains the contact details of the response team emergency services and support structures of host government, local authorities and contracted private security companies; direct personnel to the nearest one during times of security or safety incidents;
  • Maintains records and logs of actions and communications undertaken to support security or safety incidents or any other critical communications;
  • Prepares and submits daily reports, as directed by the most senior security professional.

Other: 

  • Perform other duties, as directed by the most senior security professional.
  1. Institutional Arrangement

The SOCA will work under the direct supervision of the SOC Associate.

Requirements:

Minimum Qualifications 

Min. Education requirements -Bachelor’s degree in relevant area or

-Completion of secondary school. Relevant training and experience can be considered as

an alternate to a degree.

Min. years of relevant work experience -Minimum two (2) years of progressively responsible work with Bachelor’s degree in telecommunications/radio operations, information technology, or other relevant field of

work is required. In the absence of BA degree, 4 yrs of relevant experience together with

-High School or Secondary school degree is required.

-Prior experience in the security and safety field is desirable.

-Prior experience with the UN system or an international NGO is desirable.

Required skills -Good knowledge of Radios and SCS equipment;

-Ability to assist the telecommunications specialist with maintaining the SCS equipment;

-Experience in handling of web-based management systems and graphic information

systems;

-Experience in the usage of computers and office software packages (MS Word,Excel, etc.)

and advance knowledge of spreadsheet and database packages;

Desired skills in addition to the competencies covered in the Competencies section
