Responsibilities:

Under the direction and supervision of the Project Specialist, the Procurement Analyst is responsible for the following functions:

Ensures efficient implementation of procurement and supply management activities through:

  • Implementation of procurement activities in a full compliance with UN/UNDP rules, regulations, policies and strategies;
  • Development and update of annual procurement action plans, with clear timelines for each step of the procurement cycle;
  • Work closely with the programme team to conduct cost analysis, market research and effective ways to deliver medicines and health products in the country in the most transparent and efficient ways;
  • Establishment and implementation proper monitoring system and control of procurement processes including organization and conduct of RFQs, ITBs or RFPs, receipt and evaluation of quotations, bids or proposals, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations, and particularly with regard to Quality Assurance for health products;
  • Support with drafting Terms of Reference (TOR)/technical specifications/Statement of Work (SOW) according to UNDP regulations, required evaluation criteria and scoring and provision of procurement related inputs before clearance by the Procurement Unit of the Country Office (CO);
  • Review and clearance of documents related to Micro-purchase Canvass procedure;
  • Taking the lead on developing a strategy for appropriate integration of UNDP procurement activities towards strengthening of MoHMI capacity and provision support and guidance to all stakeholders in procurement at all stages of the procurement cycle where appropriate.

Organizes procurement processes:

  • Liaises with the UNDP programme staff, donor and GPU/HIST procurement specialists, and national counterparts to develop clear and generic specifications and/or terms of reference;
  • Implements procurement processes including tendering processes and evaluation, contractor appraisal, evaluation and negotiation of offers, risk assessment in full compliance with UNDP rules and regulations;
  • Coordinates with Admin & Logistics Assistant for handover of the concluded procurement cases for further planning of receipt and distribution;
  • Liaises with the National Centre for Registration of Medicines regarding the updated list of documents required for registration of the medicines; leads on the submission of product dossiers for the medicines procured by the programme;
  • Maintains electronic and hardcopy files and records to ensure proper accountability;
  • Ensures follow up on PSM-related audit recommendations;
  • Development of procurement related reports to UNDP CO, the national counterparts and/or donor organizations.

Ensures facilitation of knowledge building and knowledge sharing focusing on achievement of the following results:

  • Providing procurement related guidance to the Project team, in close cooperation with CO Procurement Unit.
  • Synthesis of lessons learnt and best practices in PSM area;
  • Sound contribution to knowledge networks and communities of practice;
  • Contribution to the production and publication of public information materials;
  • Provision inputs and innovative ideas on new opportunities, demands and/or e-technologies, ensuring promotion and implementation of sustainable health criteria in public procurement;

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Requirements:

Education:
  • Master’s degree (or equivalent) in Procurement, Logistics, Business Administration, Public Administration, Economics, Finance, Social Sciences or related field is required, OR
  • A Bachelor’s degree in the areas mentioned above, in combination with additional two years of qualifying experience, will be given due consideration in lieu of the Master’s degree.
  • CIPS level 3 is a requirement for this position. If certification is not available at the time of recruitment, it should be obtained within one year.
Experience:
  • Up to 2 years (with Master’s degree) or minimum 2 years (with Bachelor’s degree) of progressively responsible administrative, procurement or supply management experience is required at the national or international level.

Languages:

  • Fluency in English, Russian, Turkmen is required.

Required skills:

  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of automated procurement systems, experience in handling of web-based management systems.

Desired skills:

  • Experience in health procurement or health supply management in a public or private organization will be an asset.
  • Experience in working or liaising with a UN Agency or International Organization in the field of procurement will be an asset.
  • Experience in working with UN procurement systems/procedures will be an asset.
  • Experience and knowledge of public procurement principles will be an asset.
