Responsibilities:
Programme Management:
- Responsible for the overall management and supervision of Sierra Leone Coastal Resilience funded project finance, logistics and administration, ensuring that Save the Children international’s approved systems are in place and standard procedures and policies are adhered.
- Effectively and efficiently work with all project staff and local partners ( Environmental protection agency, Environmental Foundation for Africa and Conservation Society for Sierra Leone) to ensure timely and quality delivery of project plan, submission of narrative and financial reports to Freetown coordination office.
- Responsible for staff management and capacity building; maintain good communication with staff and local partners.
- Work together with the team and local partners to develop and track implementable project workplan and budgets in line with project objectives and plans.
- Work closely with the project staff and monitor implementation of project workplan and reporting of activities
Planning and Budgeting:
- Provide guidance on activity plans, budgets and financial management and reporting to project staff and local partners in the district.
- Effectively manage activity budgeting, forecasting, rephrasing, tracking/monitoring and reporting.
- Follow up with Finance to ensure timely disbursements of funds to local partners and assessment.
- Ensure that all budgetary allocations are in accordance with donor financial rules and internal procedures.
- Manage project budget through regular reviews of budgetary allocation and accounting code utilization
- Approve expenses in accordance with donor financial rules, internal procedures and the approved monthly forecast within SOD limits
Representation and Advocacy
- Develops and maintains effective coordination and long-term relationships with external stakeholders; government line ministries and agencies (Ministry of the Environment, EPA, NPAA, and Ministries and Agencies.
- In coordination with other colleagues, act, when necessary, as Save the Children International’s key SLCRP representative in Pujehun/Bonthe and maintain strong links with community leaders, government, and NGOs in relation to conservation livelihoods project.
- Take a lead role and initiate appropriate advocacy activities to further develop strong partnership with communities for project acceptance and ownership.
- Establish and maintain contact with all key actors; Community/Religious leaders, government ministries, NGOs, local partners and establish mechanisms for contacting
- local community organizations and partners in line with key sectoral areas of work and assess capacity/resources to respond.
- In liaison with colleagues, advocate and influence district level government agencies, and other INGOs on Climate Change issues and lead on adaption mechanisms in the field office to improve policy and practice.
- Develops and maintains effective coordination and long-term relationships with external stakeholders; government line ministries and agencies such as the Ministry of Commerce, Ministry of Youth and Social Development on the implementation of the project
- Work closely with Ministry of Environment, District Council to Set up district coordination unit on Climate Change to be a first response on Climate Change issues within the district.
- Where possible identify new partners (including private sector investment) to provide linkage opportunities for Livelihood beneficiaries.

Requirements:
Administrative & General Skills
- Minimum of a bachelor’s degree in development studies, social sciences with at least 5 years’ work experience or a postgraduate qualification with 3 years’ experience in program management
- 5 years substantial experience of project management in either urban or rural locations.
- Experience working on food security and livelihoods/Agricultural and/or conservation livelihoods related projects is an advantage.
- Experience working with multi-lateral partnership is an advantage.
- Ability to provide leadership and support to project staff working at a rural project location.
- Experience in the management of finance, logistics and administration: Broad based knowledge of field logistics including, remote communications, project administration, and control.
- Very good understanding of budget and finance management.
- Excellent communication skills, both oral and written, including a good track record of report-writing and consistent communications with line manager and with people whom s/he manages
- Strong analytical and conceptual skills to think and plan strategically.
- Excellent spoken and written English
- Ability to network and advocate for children’s rights to local government authorities and communities
- A working knowledge of the protection issues facing adolescents in host project communities
- An appreciation of a consultative, team approach to decision making and the ability to lead a team.
- Ability to work with limited supervision and use own initiative.
- Experience of working in challenging, areas and willingness to work and live in a riverine environment.
- Computer literate and knowledge of Word, Excel and power point presentation.
Desirable
- Experience in institutional strengthening of government and or local NGOs.
- Knowledge and experience of Child Rights Programming approaches.
