Responsibilities:

Generic responsibilities 

These responsibilities shall be the same for all positions with the same title. Details belong in the Work and Development plan.

  1. Implement NRC’s systems and procedures at area level
  2. Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
  3. Prepare and submit reports and analysis
  4. Ensure proper filing of all support documents
  5. Support line managers in procedures and require support team trainings
  6. Management of support team
  7. Ensure adherence to NRC policies and the national labor law in all processes and procedures
  8. Advice in personnel conflicts/processes when relevant
  9. Coordinate staff recruitment and exits, introductions, trainings, staff benefits schemes etc.
  10. Coordinate with relevant partners, suppliers, authorities, lawyers etc.
  11. Ensure accuracy of staff salaries
  12. Ensure that staff records in the area are up to date and filed appropriately.

Specific responsibilities 

  1. Facilitate and conduct recruitment processes when needed.
  2. Ensure the roll-out of NRC’s Induction package for all new staff.
  3. Manage the HRMIS/Agresso HR Database and NRC People. Input employee details, allocate resource numbers and continuously update to ensure data are accurate for payroll and reporting purposes.
  4. Prepare relevant HR documentation for staff and contingent workers, e.g.  contracts, end of probation/confirmation letters, monthly reports, certificates and letters.
  5. Prepare monthly payroll for all national staff
  6. Follow up on tracking leaves for national staff
  7. Prepare HR reports to the CO, and for audit requirements
  8. Follow up on disciplinary measures/meetings, conflict management; participate in investigations as required
  9. Ensure NRC premises are cleaned and maintained as per safety and hygiene standards.
  10. Ensure admin management of NRC premises from development to termination of lease agreements, including payments of rent, amendments and seek solutions for
  11. Support on international staff personnel administration on a regular basis
  12. Provide technical support and capacity building related to Staff Care.
  13. Support/facilitate HR trainings such as Code of Conduct, Performance Management and PSEA (Protection from Sexual Exploitation and Abuse), same as information sessions on Internal Regulation and HR SOPs.
  14. Develop and implement staff development strategy and training matrix; suggest training priorities for the calendar year

Requirements:

Competencies

  • Minimum 3 years experience from working as a HR/Admin Coordinator in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in Arabic and English, both written and verbal

Context related skills, knowledge and experience:

•           University degree in HR or a relevant subject.

•           Knowledge of HR Management in the Middle East, particularly Palestine and Israel.
