Responsibilities:

 

a. Project Structuring and Processing

  • Analyze transactions, assist to construct arguments for the use of blended finance for projects and draft or review relevant documentation (e.g., concessional financing applications, term sheets, loan agreements) in accordance with blended finance principles and fund documentation.
  • Support ADB’s internal blended finance approval processes by preparing blended finance applications and minutes of committee meetings.
  • Perform project due diligence, risk analysis in respect of projects benefiting from third party concessional and parallel fund financing, while interfacing with credit, safeguards, integrity, legal and other teams.
  • Prepare TA papers and applications for TA funding (either as stand-alone TAs or components of investment) in coordination with relevant staff.

b. Fund raising and Donor relationship management

  • Contribute to the preparation of proposals for donor fund raising, support the negotiation, internal processing, and documentation of new donor funds.
  • Supervised by the relevant fund manager, liaise with JICA as well as other donors to ensure projects are aligned with the appropriate financing mandates and fulfill conditions under co-financing agreements including approvals, monitoring, evaluation and reporting.

c. Fund Management and Administration

  • Prepare and review internal documentation for managing LEAP 2 and other funds, report to donors through annual, quarterly and other reporting requirements, including but not limited to LEAP.
  • Prepare and maintain the financial model and projections of LEAP 2 and other donor funds, manage capital calls and repayments.
  • Coordinate with ADB’s Office of Risk Management, Treasury Department, Controllers and other concerned offices for the preparation of blended finance and fund information to be provided to third parties.
  • Coordinate with concerned ADB offices to resolve identified issues relating to the management of donor and parallel funds.
  • Work closely with PSOD’s portfolio management division to support day to day operations in the administration, monitoring, and risk management of projects co-financed by donors.

d. Policy and Project Evaluation

  • Perform research and analysis with respect to private sector blended finance and parallel fund operations, and development across a range of key themes and sectors
  • Support country teams for planning and programming purposes, particularly with respect to deployment of funds for private sector development at concessional terms

e. Knowledge Sharing

  • Perform research and prepare presentations on ongoing initiatives/discussions with donors about engaging the private sector in infrastructure and climate financing activities.
  • Maintain PSOD’s website with respect to blended finance operations.

Requirements:

You will need:

  • A University degree in Management or Finance; preferably at post-graduate level or its equivalent.
  • At least 4 years of relevant work experience preferably in commercial banking, consulting, climate finance, or international accounting; preferably with international experience working with clients in several countries.
  • Proven ability to undertake research and analysis on difficult but well-defined tasks, collect and organize required data and information, apply appropriate computer skills in organizing and analyzing the data; and prepare notes, papers and sections of reports.
  • Good analytical thinking with ability to comprehend causal links, make pros and cons analysis, and analyze factors to reach a decision
  • Good financial modeling and presentation preparation skills
  • Effective report-writing, presentation and communication skills in English
  • Ability to mentor junior National Staff (NS) and/or Administrative Staff (AS) to facilitate work planning, delivery and quality review.
  • Ability to work collaboratively with teams as a constructive team member.
