Responsibilities:

To support in the advice on a variety of legal matters relating to business operations and to protect WHO legal interests in WHO/Europe Region. Key duties: Under the supervision of the Management Officer (Contracts and Legal Affairs), the Technical Officer (Contracts and Legal Affairs) will be responsible the following duties:

  • Provide advice on a variety of legal matters relating to the protection of WHO legal interests in business operations areas such as premises, security, assets, finance, information technology, procurement, commercial contracts, workforce etc.
  •  Research legal background and prepare legal opinions, reports, memoranda, and correspondence.
  • Draft and review a variety of legal documents, including legal motions/submissions, agreements, and contracts.
  • Study legal questions arising out of the interpretation or application of relevant rules, policies, conventions, and agreements.
  • Provide legal interpretation on a full range of issues regarding WHO Regulations, Rules and Policies and their implementation guidelines.
  • Perform other related duties, as required.

Requirements: 

Education

Essential: First University degree (Bachelor’s level) in Law.
Desirable: Advanced university degree (Master’s level) in Law and/or specialization in topics relevant to the duties such as international law, international relations, diplomacy.

Experience

Essential: At least 2 years’ experience advising on legal matters or 2 years’ relevant experience working in the area of business operations.
Desirable: Relevant work experience with(in) WHO or UN, or in an international environment or institution.

Skills

Critical thinking, negotiation skills and problem-solving approach.

Demonstrated knowledge of multilateral organizations and diplomacy. Demonstrated knowledge of legal terminology in English.

Good communication skills within diverse inter professional, international and intercultural settings. Strong time-management skills. High standards of ethics and values.
