Responsibilities:

Under the direct supervision of the WMO Representative Office for the South-West Pacific in Apia, Samoa and in coordination with the Scientific Officer, Applied Climate Services Division, the incumbent will perform the following duties:

1. Assess the ability and identify gaps of the Samoa Meteorology Division (SMD) in the development, processing and delivering weather, climate, oceans and other related environmental services and warnings while considering gender and social inclusion (women, men, youth, children, people living with disabilities, the elderly, non-nationals, vulnerable and marginalized groups, and remote (last mile) communities) in the value chain;

2. Assess the level of capacity of all the stakeholders including gender and social inclusion (women, men, youth, children, people living with disabilities, the elderly, non-nationals, vulnerable and marginalized groups, and remote (last mile) communities) on regular and easily accessing, understanding, responding, and making decision on weather, climate, oceans and other related environmental information and services and warnings through the value chain;

3. Assess the ability of SMD to address, implement and operationalize the Samoa Meteorological Act 2020 considering all stakeholders, including women, men, youth, children, people living with disabilities, the elderly, non-nationals, and remote (last mile) communities in the value of chain for weather, climate, oceans and other related environmental services and warnings;

4. Develop new strategic document(s) which will be referred to as the NS-FWCOS, and a related Action Plan, in line with the WMO step-by-step guidelines for establishing a National Framework for Climate Services (NFCS);

5. Organize the review, update, and endorsement of the NS-FWCOS and related Action Plan, considering usual practice in Samoa for consultations with stakeholders and recommended steps for development and implementation of the NSP and NFCS;

6. Develop a monitoring framework(s) for the Strategic Plan and NFWCOS to enable systematic tracking of the different components;

7. Carry out other relevant duties as required.

Requirements: 

Education
Advanced University Degree in applied meteorology, environmental sciences, social sciences, international relations, strategic planning, or related discipline.
Experience
– At least 8 years of experience in strategic planning and management and organizational change in developing countries.

– A high level of understanding of national meteorological and hydrological services in developing countries.

– Knowledge of WMO planning process and relevant WMO programmes for the region/country will be an asset.

Other requirements
– Proven ability to engage and build relationships with a wide range of stakeholders.

– Demonstrated ability to anticipate and understand stakeholder needs, formulate clear strategic plans, prioritize interventions, and determine resources need according to priorities.

– Demonstrated ability to design and deliver capacity needs assessments in the context of provision and delivery of weather and climate services.

– Knowledge and experience of Monitoring and Evaluation techniques.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.
