POSITION SUMMARY

Reporting to the Head of Partnerships, the Senior Program Officer will support the Partnerships Unit in developing and managing partnership initiatives. They will work closely with different country teams and help originate proposals for a broad portfolio of donors and potential partners. The Senior Program Officer will be a dynamic team player focused on results, supporting GGGI HQ and country offices in identifying and developing strategic partnership opportunities. They will guide the development of high-quality proposals for donor agencies and ensure compliance with funding agreements. They will help strengthen organizational capacities by consolidating the GGGI Project Management Cycle (PCM2) process and supporting the quality assurance of the resource mobilization products GGGI delivers to resource partners. Additionally, they will aid in decentralizing the organization, disseminating lessons learned and best practices to internal stakeholders, and efficiently managing the proposal development process as assigned by the Head of Partnerships.

PURPOSE

  • Provide dedicated technical guidance to business units (including country teams, regional office teams in charge of country operations, and their support teams) for origination, development and approval of earmarked projects.
  • Initiate and manage strategic partnerships with GGGI resource partners and implementing partners.
  • Work closely with country teams to support the decentralization of proposal development by providing guidance, dissemination of lessons learned, and best practices to staff.
  • Lead the implementation of the Accounts Management Framework as part of the Project Cycle Management Process.
  • Synthesize the know-how of originating and developing earmarked projects and share knowledge with GGGI staff.
  • Advise on opportunities to engage resource partners in global, regional and country programs, analyzing their priorities and alignment with GGGI’s mission and objectives.
  • Provide quality assurance for project proposals for alignment with GGGI’s Strategy 2030, donors’ priorities and requirements.
  • Support the Head of Partnerships in the delivery of the Unit’s functions and GGGI’s goals.

ENGAGEMENT

  • Engages and strengthens relations with current and prospective donors to raise awareness of GGGI’s work, and identify resource mobilization/business development opportunities.
  • Engages with HQ and country teams to understand donor priorities and support the implementation of GGGI’s donor engagement strategies, assure high-quality proposals and compliance with funding agreements.

DELIVERY

  • Effectively organize and deliver own tasks within the established business process, integrated with the work of colleagues within and outside of the Unit, to ensure timely and high-quality work outputs.
  • Identify risks affecting the delivery of own functions and develop strategies to effectively manage these risks, escalating issues to the Head of Partnerships as necessary in the course of delivery.
  • Develop a robust understanding and structured intelligence of donors’ geographic and thematic priorities, and how they are aligned to those of GGGI.
  • Facilitate communications across HQ and with country and regional offices regarding donor priorities, project development and resource mobilization.
  • Undertake regular communications with partners on partnership building and status updates.
  • Provide direct technical guidance in project-related documentation including Project Documents (P/Ds), reporting materials, memos, and communication letters.
  • Provide inputs to ensure program quality, promote learning and accountability, and advance gender, social inclusion and poverty reduction objectives of GGGI.
  • Oversee regular reporting process between country offices and HQ relevant units (Partnerships, Finance, IEU, etc.).
  • Ensure compliance for project teams of grant agreements and funding conditions/requirements of key donors by clarifying do’s and don’ts and other requirements.
  • Assure timely and effective compliance with resource partner’s reporting obligations and requirements.
  • Guide country offices, regional offices and headquarters in the preparation of proposals for new project/program initiatives (e.g. new funds/facilities and project/program specific technical assistances) for resource mobilization and in the follow-up discussions.

REQUIREMENTS

QUALIFICATIONS

  • An advanced degree (Master’s degree or equivalent) in economics, statistics, public policy, international development, or other related disciplines related to green growth, climate change, and/or sustainable development;
  • 5-7 years of experience in business development, partnerships building and resource mobilization.
  • Experience, preferably in the field of climate change, green growth, and sustainable development in public or private sector organization.
  • Minimum of two (2) years of International Experience, living and working outside of their country/countries of nationality (periods of study, volunteer work or internship positions would not be considered).
  • Experience in working with stakeholders in the context of development assistance or international cooperation projects.
  • Proven experience with fundamentals of project design including theories of change, logframes, and monitoring, evaluation and learning.
  • Fluency in English, written and oral. Fluency in French or Spanish is considered an asset.
