The mission of the WHO Health Emergencies Programme (WHE) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. WHE brings together and enhances WHO’s operational, technical and normative capacities in outbreaks, emergencies and risk analysis to address all health hazards across the risk management cycle in a predictable, capable, dependable, adaptable and accountable manner. WHE is designed to operate within the broader humanitarian and emergency management architecture in support of people at risk of, or affected by, outbreaks and emergencies, consistent with ways that strengthen local and national capabilities.The Health Emergency Information & Risk Assessment (HIM) programme area of the WHE is responsible for providing timely and authoritative situation analysis, risk assessment and response monitoring available for all major health threats, events and emergencies. This includes detecting, verifying and assessing the risk of potential and ongoing health emergencies; establishing data collection mechanisms and monitoring ongoing health emergency operations; providing data management, analytics and reporting platform to produce and disseminate timely emergency health information products.
Within the framework of the delegated authority,the incumbent is assigned all or part of the following responsibilities:Provide specialist level technical support in Member States’ implementationof the Asia Pacific Health Security Action Framework;Coordinate/facilitate the establishment of early warning systems for epidemic andpandemic-prone disease for early detection, verification and response to public health events of national and international concern;Guide and build a system for conducting real-time analysis of epidemic intelligence data for epidemic risk assessment, forecasting and detection;Oversee and coordinate the development and maintenance of a system for comprehensive trend analysis of the emerging infectious disease situation including all public health events over time;Provide authoritative advice to the member states on building core capacities for surveillance, alert and response as required in the International Health Regulations IHR;Provide specialist level support in strengthening risk assessment capacity for acute events at WPRO and WHO country offices in the region;Foster a comprehensive policy for providingtechnical support to the national health authorities to develop necessaryguidelines, protocols, standardsand SoPs for effective surveillance and response in the countries including for early detection and , andrapid response to public health events of national and international concern;Lead and expand WHO’s leadership in the field of outbreak investigation, verification, risk assessment and rapid public health response in the event of a public health emergency of potential concern;Team up with appropriate technical networks, institutions, universities and WHO CollaboratingCenters for developing appropriate training courses on epidemiology and diseasesurveillance for the member states;Encourage collaboration and coordinate efforts with international partners and donor agencies to mobilize resources and facilitate effective utilization of resources to augment disease prevention and control programme for emerging infectiousdiseases;Advocate and lead the integration of epidemiological analysis of globalearly warning, monitoring and evaluation capacities based on the identificationof innovative approaches;Act as IHR duty officer as part of an office-wide roster of technicalstaff;
Essential: Mastersdegree in epidemiology, medicine and/or public health with specialization in epidemiology.
Desirable: Graduate of a recognized advance (two-year) field epidemiology training programme (FETP).
Essential: At least 10 years of relevant experience, in epidemiology conducting monitoring and evaluation of diseases and public health issues, including relevant international experience.Successful track record in application of risk assessment to acute events such as outbreaks and other public health emergencies. Field experience at national and international level managing and responding to outbreaks and other public health emergencies. Experience of working with member States to strengthen country capacities for health security.
Desirable: Relevant work experience in WHO and/or other UN agencies. Experience in the areas of outbreak investigation and response for emerging and re-emerging infectious diseases, particularly in developing countries. Experience in management including HR, staff development and planning including budget.
Demonstrated knowledge, competency and professional skills on the public health aspects of infectious disease control, epidemic and pandemic preparedness and response with particular attention to application of an all hazard approach in the context of the IHR and the use of applied epidemiology and principles of public health in communicable disease surveillance and epidemic response. Familiarity with work in complex emergency and humanitarian crisis situations. Familiarity with the health problems in the Region. Demonstrable skills in the use of epidemiological and statistical software.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3987 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
