Responsibilities:

1. Provide programme management support for gender finance portfolio and key initiatives in UN Women China

  • Develop a multi-year innovative and sustainable gender finance strategy for UN Women China with clear goals, outputs and outcomes
  • Grow the gender finance unit within UN Women China office, including the recruitment and performance management of team members (e.g., programme assistants)
  • Coordinate across key stakeholders – including key external partners, internal UN Women China team members, etc. – to design, implement and evaluate key programmes / projects
  • Liaise with the UN Women Regional & HQ teams to seek technical support and share experiences, good practices, and information as relevant to enhance programme design and implementation
  • Support programme planning to include development of annual work plans, targets and indicators
  • Monitor the progress of programme / project implementation (including the implementation of activities and finances) using results-based management tools
  • Draft reports on monitoring missions, programme results, outputs and outcomes
  • Act as a technical focal point to liaise with key technical partners and support relationship management efforts
  • Provide substantive inputs to the preparation of donor and UN Women reports

2.Provide technical support on sustainable financing for gender equality portfolio to UN Women China office

  • Provide technical expertise and support on capacity development efforts to mainstream gender into the institutional strategies, frameworks and operations of key ecosystem stakeholders (e.g., government bodies, research institutes, multilateral development banks, other private sector entities, etc.)
  • Advise on structuring and deploying innovative and sustainable finance products/ proposals to fund gender equality & women empowerment, such as Gender Bonds, ESG investments, and other products;
  • Conduct research, and policy analyses on the innovative and sustainable finance to identify key thematic challenges and potential solutions – including opportunities to develop more gender-responsive financing and ESG practices
  • Strengthen the technical understanding and capacity of UN Women team members to engage on innovative and sustainable finance discussions and to explore cross-cutting opportunities with gender finance

3. Develop strategic partnerships and resource mobilization for sustainable financing initiatives by UN Women

  • Identify and develop strategic partnerships with key ecosystem stakeholders (e.g., research institutions, thinktanks, etc.) – including international and development finance institutions – to advance financing for gender equality through programmes and key initiatives
  • Support the development of relevant concept notes for key stakeholder engagements, initiatives and partnerships – including the development of partnership agreements and donor proposals
  • Organize stakeholder roundtables and discussions as well as engage with Multilateral Development Banks, Commercial Banks, Regulators, Standard setting bodies, Government partners and other relevant stakeholders to advance financing for gender equality and women’s empowerment
  • Support the preparation of resource mobilization strategies and efforts – including analyzing and maintaining information and databases on potential funders to finance gender equality efforts in China and abroad
  • Participate in donor meetings and public information events, as delegated, and maintain proper documentation of the same.
  • Support any other strategic activities relating to innovative and sustainable financing.

4. Contribute to Inter-Agency coordination and UN Women’s advocacy and communications efforts for sustainable financing

  • Provide technical inputs to the interagency relevant UN annual workplan and budget including in context of implementation of UNSDCF
  • Provide substantive support on inter-agency coordination related activities related to development financing, including to provide expert support in preparation of analytical and regular progress reports on UN Women´s program experiences in support of UN Women inter-agency coordination
  • Develop the professional platform for networking and partnership building with financing institutions and lead advocacy efforts to influence gender responsive financing
  • Represent UN Women in relevant UN interagency working groups, and strengthen UN joint efforts through interagency programme and initiatives
  • Mobilize gender financing champions/stakeholders to amplify the value-add of gender financing and develop joint advocacy
  • Keep track of important events requiring the presence of UN Women’s senior management as needed
  • Support the preparation of social media assets and support increased visibility of UN Women’s work on Financing for Gender Equality in close collaboration with the Communications and other relevant Sections
  • Draft related communications/social media documents and messages as relevant to the Financing for Gender Equality work of UN Women
  • Represent UN Women, as delegated, in key external meetings and events including in interagency results/working groups as relevant

5. Manage team and knowledge building efforts within UN Women China

  • Establish gender financing unit within UN Women China office including recruitment and performance management of team members
  • Develop materials to enhance the understanding and awareness of UN Women China towards gender finance
  • Contribute to other capacity development and awareness raising efforts of relevant programme and operations team with respect to gender finance
  • Lead knowledge and information sharing to increase the visibility and communication about UN Women’s work in this area

Requirements:

Education and certification:

  • Master’s degree (or equivalent) in business, finance, international development, accounting, economics, international development, public administration, public policy, or other relevant social science field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 1 year of experience in international / development finance, sustainable finance and / or impact investing is required, preferably in China.
  • Relevant work experience in programme support, coordination, communication, partnerships building or related field is required.
  • Experience working with, and/or coordinating and liaising with a range of financial actors including financial institutions (e.g., international development banks, policy banks, commercial banks, etc.) stock exchanges, investors, and / or other financial actors is required.
  • Prior experience working in programme development and management including monitoring and reporting is desired.
  • Experience working on gender equality and women’s empowerment is desirable.
  • Experience in the United Nations, international organizations, private sector, or multilateral cooperation programmes is desirable.

Language Requirements:

  • Fluency in Chinese and English is required. This includes being able to draft reports, concept notes and communicate clearly and concisely.
