The UN Women Regional Office for Asia and the Pacific (ROAP) addresses gender equality and women’s empowerment challenges in the Asia-Pacific region, including deeply embedded discriminatory social norms and practices that perpetuate inequalities based on gender and other intersectional identities (e.g. ethnicity, class, region, age, disability, migratory status, and sexual orientation and gender identity, among others). The Regional Office works across the following areas: Governance and Inter-governmental support (including on Gender Statistics); Women’s Economic Empowerment (including Migration, Ending Violence Against Women; Women, Peace and Security; Climate Change, Disaster Risk Reduction and Humanitarian Action. Covering 42 countries within Asia and the Pacific, it exercises its triple mandate and functions i.e. Normative, Coordination and high-quality programming at a regional level and in support of UN Women’s offices and UN Country Teams in 24 countries across the region. The UN Women Asia Pacific Regional Office also oversees and manages programming in programme presences.

The UN Women Regional Office Project and Programme Support and Management Unit (PSMU) is established to provide advisory services and direct support for project and programme development and implementation across the region. Reporting to Regional Programme Management Specialist, the Programme Analyst provides programme support for promotion of programmatic oversight as well as project and programme development, implementation, and monitoring of the implementation of project and programmes in the region. The Programme Analyst supports the delivery of UN Women programmes by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. The Programme Analyst works in close collaboration with the programme and operations team, and UN Women staff in Country Offices and HQ, ensuring successful UN Women programme implementation under portfolio.
Key Functions and Accountabilities:

1. Provide technical support for project and programme management and quality assusrance efforts
•     Manage the monitoring of project and programme implementation, including programme partner management to ensure adherence to implementation rates and utilization of resources to meet agreed upon targets and results, and keep supervisor informed.
•     Analyze and ensure alignment of project and programme budgets with logical framework matrices and work plans in support to results based budgeting and appropriate cost recovery.
•     Monitor implementation of programme-related audit recommendations across the region and ensure a tracking system is set up to monitor status of actions taken to enhance implementation.

2. Provide technical assistance and capacity development support to UN Women teams for programme management including partner management 
•     Provide technical support to and technically oversee the implementation of programme activities with partners;
•     Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.
•     Support in assessing learning needs of UN Women personnel on project and programme management procedures, including partner management, and assist in designing and delivering tailored trainings to enhance regional capacities on project and programme implementation, including programme partner management.
•     Contribute towards providing targeted support to high-visibility, high-risk projects and programmes as required.

3. Provide substantive and operational support for quality assusrance procedures and mechanisms
•     Review PGAMS data and tracking of key indicators including closure, extension etc;
•     Review of partner monitoring plans/reports and identification of remedial actions for Project Managers etc.;
•     Support tracking of lessons learnt and risk management in collaboration with Humanitarian Team as part of Fast Track Procedures;
•     Provide support for Strategic Note Direct Financing (guidance to country offices/programme presence/ROAP units on partner selection, grant-making etc.)
•     Perform Secretary functions for Regional Programme Appraisal Committee/Project Oversight Committee

4. Provide support for management of PSMU
•     Support in planning, management and reporting of PSMU activities
•     Support in planning and management of resources for the unit
•     Contribute to development of  workflows, SOPs and KPIs

5. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Functional Competencies:

•     Programme formulation, implementation, monitoring and evaluation skills

Recruitment Qualifications

Education and certification:

•     Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required.
•     A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
•     A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

•     At least 1 year of relevant work experience in development programme/project implementation, budget management, coordination, monitoring and evaluation, donor reporting and capacity building is required.
•     Technical expertise in key aspects of project management including planning, financial management, risk management, project quality assurance and oversight is desirable
•     Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
•     Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.
•     Prior experience in the UN System is desirable.

Language Requirements:

•     Fluency in English is required.
•     Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
