Danish Refugee Council (DRC) is a Danish international non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. DRC is present in more than 30 conflict territories around the world assisting displaced people with shelter, food, income generating activities, and wide range of other assistance. It is of utmost importance for DRC to work in compliance with the DRC Accountability and Quality Management system and national legislations. Smooth, reliable, and effective operational systems are preconditions for DRC to maintain its position as a trustworthy and reliable partner for our donors and an accountable organisation towards our beneficiaries.

DRC has been operating in the West Africa region for over 15 years, running a combination of emergency, livelihood, protection, and advocacy programmes through Country Offices (COs) Guinea, Liberia, Ivory Coast, Mali, Burkina Faso, Niger, Nigeria and a Regional Office (RO) in Abidjan. DRC has 17 offices and more than 500 staff members across the WA region.

DRC started operating in Nigeria in 2015 where plans to run a combination of emergency, livelihood, WASH, protection, and advocacy programmes has been set. DRC currently has offices in Abuja, Yola, Mubi, Maiduguri and planning to run an office in Yobe, besides 50 staff members subject to increase in near future.

Overall purpose of the role: This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations.

Duties and Responsibilities

Fleet

With Coordination with Supply Chain Manager and Supply Chain Team Leader to make sure fleet system is in place, and:

  • DRC Fleet Operational Handbook is in place, explained and followed.
  • Manage vehicle requests and assign owned fleet/driver in an efficient manner
  • Follow up with procurement to ensure that all car hire requests have PO’s issued in a timely manner before the vehicle is used
  • Tracking and follow up of dispatched vehicles to monitor turn around and advise Safety on any issues arising
  • DRC vehicles are registered, tagged, tracked, and maintained.
  • DRC generators are registered, tagged, tracked, and maintained.
  • Follow up on fuel consumption and maintenance cost/activity reports for generators and owned fleet and share same as will be required periodically
  • Ensure that vehicle inspection is carried out, documents archived periodically and same shared with safety team
  • Place contract for vehicle agreement whenever required.
  • Provide periodical training materials for both DRC and hired fleet drivers
  • Ensure owned and hired vehicles are in safe condition as per DRC’s vehicle checklist and all equipment necessary are available within each vehicle
  • Follow up and get feedback from programme team on performance/condition of (owned and hired) drivers and vehicles.
  • Make sure all generators are in good working condition, and they are maintained on regular bases.
  • Booking flights and helicopter trip for DRC staff and communicate regarding their trips.

Facilities

Follow up and make sure facilities requests are processed:

  • Receive Maintenance Facilitates requests from staff at both office and guest houses and make sure they are followed, maintained on timely manner with Facilities officer.
  • Track all requests.
  • Study and analyze all requests and advise management on best way forward.
  • Track all expenses on facilities.

Capacity building

  • In consultation with Logistics Team Leader with support from Supply Chain Manager, plan and manage the capacity building of all Drivers and staff, in addition to providing support to programme staff on relevant fleet and processes.

The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.

Job Requirements

Experience and technical competencies:

Essential:

  • At least 2 years’ experience in logistics, especially fleet management.
  • Driving license
  • Excellent computer skills in MS Word & Excel

Desirable:

  • Flexible & willing to work in a remote setting & to travel to other field locations.
  • Experience with standard procurement procedures and documentation.
  • Experience with construction and site project management.
  • Experience working with electronic vehicle tracking platforms
  • Basic to intermediate experience with auto mechanics and or electrical installations.
  • Experience working in an (I)NGO

Education: (include certificates, licenses etc.)

  • Bachelor’s degree in Logistics, administration, business, IT, Engineering or other relevant fields.

Languages: (indicate fluency level)

  • Fluency in written and spoken English. Fluency in local spoken languages.
