Head of Treasury

The mission of the Bank for International Settlements (BIS) is to support central banks’ pursuit of monetary and financial stability through international cooperation and to act as a bank for central banks. Our head office is in Basel, Switzerland, and we have two representative offices, in Hong Kong SAR and in Mexico City, as well as Innovation Hub Centres around the world.

Currently, we are looking for a Head of Treasury, who will join our Banking Department and will report directly to the Head of Banking Department.

Purpose of the job:

As a Head of Treasury you will be responsible for defining and implementing BIS’s borrowed funds strategy, analysing developments on the international financial markets and their significance for the activities of the Bank, developing new products as well as be a member of the Banking Management Group, assisting in the development of the Department strategy.

Principal accountabilities:

  • Borrowed funds strategy:
    • determines the strategy of the BIS’s borrowed funds, foreign exchange and gold activities in light of the demands and requirements of our customers, and also with a view to maximising the P&L in compliance with the risk management framework
    • ensures the strategy is implemented efficiently and within the framework of their responsibilities.
  • Monitoring of the market:
    • analyses dealing activities on the basis of the BIS’s internal information network for ongoing monitoring of money, foreign exchange and gold market developments as well as through close contacts with central and commercial banks
    • regularly advises the Management about the current situation and market trends.
  • Development of products and analytical instruments:
    • develops and implements new products on the liability side, to meet individual central bank customers’ demands, as well as new investments and services on the asset side to improve and facilitate borrowed funds investments and to manage the risk involved with Treasury operations
  • Customer service/new business/marketing:
    • maintains close relations with customers at a policy and operational level to identify specific dealing needs and to stimulate demand for additional business with existing and potential customers
    • actively supports the marketing of BIS banking services and the generation of new business by appropriate means.
  • Dealing and portfolio management activities:
    • ensures that market activities for the investment of central bank deposits and BIS reserves are conducted in accordance with Regulations, are optimised in terms of risk, liquidity and profitability, and follow limits and competencies through ongoing supervision, direction and control
    • concludes deals on a case-by-case basis and assists in the conclusion of complex and innovative transactions outside normal business scope, where necessary in consultation with the Legal Service.
  • People leadership:
    • leads and motivates staff, hires and develops diverse talent and builds strong, effective and inclusive teams
    • fosters a culture of collaboration within and across Banking divisions
    • in coordination with Head of Banking, defines performance objectives and priorities, and develop team members
    • ensures efficient and compliant working procedures in their area of responsibility.
  • External representation:
    • represents the BIS externally with customers and commercial counterparties

Qualifications, skills and experience:

  • Experience of working at a senior leadership level, in a central bank, financial regulatory authority or international financial institution.
  • University degree (master’s or equivalent) in economics, finance, business or a related field.
  • Experience in leading major, strategic projects and initiatives.
  • Knowledge of banking processes and products Strong understanding of financial markets, pricing and hedging.
  • Relationship management, collaboration, and communication skills.
  • Excellent oral and drafting skills in English.
