POSITION SUMMARY

All work on the Pakistan Country Program has so far been conducted from GGGI HQ with support from in-country partners and consultants, and GGGI is now seeking a staff member as a permanent presence on the ground. The Senior Program Officer will report directly to the Regional Director, Asia and will work in collaboration with other Asia Regional Office (ROA) staff. He/she will be responsible for overseeing the implementation of new projects in the Pakistan Country Program, leading relationship development with federal and provincial government, donors and partner organizations, carrying forward discussions on the signing of the Host Country Agreement (HCA), and building on established foundations to lead in-country resource mobilization efforts, with support from other GGGI teams. The position will be for 12-months with the possibility of extension. Only those eligible to live and work in Pakistan will be considered for this position.

 

PURPOSE

The Senior Program Officer will assume overall responsibility for the development and delivery of the Pakistan Country Program, supported by other GGGI teams. He/she will build in-country relationships, oversee the implementation of newly agreed projects, develop project proposals to support government priorities and for continued resource mobilization, and advance key discussions for GGGI’s continued in-country presence.

ENGAGEMENT
  • Report to the Regional Director, Asia and GGGI HQ on country activities, including monthly project reporting, mid-year and end-of-year reporting, and others as necessary.
  • Maintain strong coordination with the ROA and other GGGI units for tracking of country progress and for support in program and project development.
  • Build and maintain strong, strategic relationships with the focal ministry, other relevant federal and provincial ministries, donors, and partner organizations to improve awareness and understanding of GGGI’s benefits, gain support for GGGI’s in-country presence, and build appetite to engage with GGGI.
  • Engage directly with donors and partners to uncover new funding opportunities and for the development and submission of new project proposals.
  • Engage directly with donors and partners for project reporting and management as necessary.
DELIVERY

The key areas of delivery for this role are the following:

  • Leading the successful development of new strategic relationships with federal and provincial ministries, donors, and partner organizations, as evidenced by MoUs, cooperation agreements, and similar.
  • Leading the successful implementation of new projects in Pakistan, as evidenced through monthly reporting, donor reporting, government letters of acknowledgement, and similar.
  • Leading the successful development and funding of new project proposals for the Pakistan Country Program, as evidenced through submitted proposals, funding agreements, and similar.
  • Leading the successful progression of HCA discussions, culminating in a signed HCA.
  • Leading procurement of additional Country Program personnel and/or consultants as appropriate, under the advisement of the Regional Director, Asia and the ROA.
  • Effectively managing new personnel joining the Pakistan Country Program as well as new or existing consultants working with GGGI.
  • Leading in-country outreach activities, such as attending key national and regional events, to increase the profile of the GGGI Pakistan Country Program.
  • Producing and submitting Country Program work and budget plans as required.
  • Producing and submitting on-time monthly internal reports and donor reports as necessary.
REQUIREMENTS
QUALIFICATIONS
  • An advanced university degree (Master’s degree or equivalent) in economics, finance, project management, public administration, international affairs, or other relevant fields is required.
  • At least 7 years of professional experience in sustainable development, donor engagement, and proposal development. Additional years of experience are considered advantageous.
  • A minimum of 7 years of progressive work responsibilities at the national or international level in design, planning, implementation of development projects, preferably in Pakistan or South Asia.
    A minimum of 7 years of progressive work responsibilities engaging with federal and provincial governments, with demonstrable ability to align donor requirements and government priorities, preferably in Pakistan or South Asia.
  • At least 4 years of professional experience directly engaging with donors to develop funded programs, preferably in Pakistan or South Asia.
  • Academic and professional experience in sustainable landscapes, climate smart agriculture, water management, disaster risk reduction, and similar would be an asset.
  • Strong network in Pakistan and South Asia would be an asset.
  • Prior experience working in Pakistan is desired.
  • Verbal and written fluency in English is required, fluency in local languages would be an asset.
  • Eligibility to live and work in Pakistan without visa support is mandatory.

ABOUT THE PROJECT

Pakistan became a member of GGGI in 2021. Since then, GGGI has been implementing two projects in Pakistan: (1) the UNEP/CTCN-funded and KGNDF co-funded ‘Development of a Technology Roadmap for the Implementation of Nationally Determined Contributions of Pakistan’ project, and (2) the BMWK-funded ‘Supporting Preparedness for Article 6 Cooperation’ program. In 2024, GGGI and the focal ministry (the Ministry of Climate Change and Environmental Coordination (MOCCEC) have been collaborating to agree on a CPF that will set out GGGI’s areas of support within Pakistan over the next 5 years. In addition, GGGI has been working, and will continue to work, to build relationships with ministries aligned with GGGI’s proposed support and core competencies, including the Ministry of Finance, the Ministry of Water Resources, and the Ministry of Planning, Development & Special Initiatives. GGGI has also been undertaking donor and partner outreach for short, medium and long-term resource mobilization.
