UNDP Sri Lanka, in close collaboration with the Resident Coordinator’s Office, seeks to gather, analyse and interpret data in a manner that would better inform UNCT strategic direction on early warning, achieving SDG 16 outcomes and programming on social cohesion and development. Further, UNDP seeks to maintain support for the UN Sri Lanka early warning system with an emphasis on understanding and addressing the drivers and effects of hate speech, religiously motivated violence, and economic grievances. These efforts sit within the broader SDG 16 portfolio of the Governance and Peacebuilding Team of UNDP.

UN Sri Lanka engagements in understanding online hate speech and disinformation have been guided by the United Nations Plan of Action on Hate Speech have helped devise effective approaches to identifying and analysing online hate speech, with further interventions now planned in the area. More recently, UNDP and the UNRCO have also sought to collate public data on economic, societal, and other risk indicators for comprehensive context analysis that is informed by national data through periodic analysis. This includes a burgeoning exploration of climate security risks in Sri Lanka, given the country’s high ranking on the Global Climate Risk Index.

In this context, under the direct supervision of the Policy Specialist & Team Leader- Inclusive Governance Team, UNDP and the Peace and Development Advisor (PDA), the Data Analyst will be tasked with producing timely, conflict sensitive analysis to support both UNDP and the UN system in enhancing its early warning capacities and knowledge dissemination strategy. Consequently, the work of the Data Analyst is expected to contribute to providing an evidence base for guiding strategic direction and programming to facilitate early response, as Sri Lanka undergoes rapid economic and political reform.

The Data Analyst will report to the Policy Specialist and Team Lead – Inclusive Governance Team, UNDP, with matrix reporting to the UN Peace and Development Advisor (PDA).

Duties and Responsibilities:

  • Maintain a consolidated dataset of risk indicators identified through monitoring exercises and generate and/or quality check monthly datasets contributing to the UN Sri Lanka Early Warning System
  • Coordinate regularly with the relevant focal points—including UNDP Crisis Bureau—to ensure that the UN Risk Dashboard is functioning smoothly and build capacities to expand its role in SDG 16 monitoring.
  • Provide guidance to UNDP, the UNRCO, and CSO partners to develop monthly analytical reports on social media, quarterly risk monitors and other knowledge products.
  • Contribute to the capacity building of local CSOs engaged by relevant UN entities in addressing online hate speech and disinformation and other risk data monitoring through:
  • Structuring uniform data gathering and archiving processes
  • Identifying new data pipelines/tools to expand the ongoing monitoring work.
  • Coordinating UNDP support efforts to local CSOs in this area
  • Supporting the UN’s role in the Community of Practice on hate speech
  • Facilitate the intra and inter-agency coordination of activities relating to early warning and UNDP’s work on hate speech, including through technical input on programming design, and innovative and diversified strategies for stakeholder engagement and knowledge sharing.
  • Facilitate the coordination between UNDP and RCO on advancing work on Climate Security, particularly through assessments.

Required Skills and Experience:
Education:
  • Advanced university degree (master’s degree or equivalent) in Politics, International Relations or related Social Science field, is required.
  • A first-level university degree (bachelor’s degree) in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

  • Upto 2 years (with master’s degree) or minimum 2 years (with bachelor’s degree) of relevant experience in handling highly sensitive information in the development sector is required.
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages.
  • Proficiency in tools/software for data analysis (e.g. STATA, SPSS), data visualization (e.g. MS Power BI), and database management (e.g. MS Excel) is an advantage.
  • Experience and contextual understanding of Sri Lankan society, media, politics, culture and good understanding of Sri Lanka’s social media landscape, key actors and trends is desired.
  • Experience in using social media analysis tools (e.g. Crowd Tangle) would be an asset.
  • Experience in producing analytical products is an advantage.
  • Experience with peacebuilding/social cohesion programming and approaches would be an asset.

Required Languages:

  • Fluency in English and Sinhala and/or Tamil is required.
