Responsibilities:

 

UNFPA focuses on women and young people because these are the groups whose rights are often compromised. UNFPA has been active in Ukraine since 1997.

In accordance with the organisational mandate and national humanitarian need as well as recovery and development priorities of Ukraine, UNFPA implements a comprehensive nationwide Humanitarian Response Plan to provide life-saving GBV and SRH services across Ukraine and provide technical assistance to support recovery in the country.. A new Country for 2025-2029 is expected to be approved by the end of 2024. UNFPA is also a lead UN Agency to ensure availability of population statistics data to inform humanitarian and recovery planning.

Population and Development workstream in Ukraine

In Ukraine, UNFPA annually produces humanitarian population estimates, Common Operational Dataset on Population Statistics (COD-PS), which underpins the annual Humanitarian Needs Overview and Response Plan cycle. The annual COD-PS updates enable evidence-based humanitarian assistance, community-led recovery programmes, and long-term development planning for Ukraine.

Moreover, UNFPA also contributes to building demographic resilience in Ukraine to address the development challenges exacerbated by the Russian aggression particularly since February 2022, such as population reduction, low birthrate, ageing population, forced population displacement, disability, premature mortality, and so on.

The international UNV will contribute to the Population and Development workstream in Ukraine by (1) scanning for the best possible intelligence on population-related statistics, e.g. data and reports from humanitarian and development programmes, studies, and surveys, (2) visualising the latest population intelligence to help monitor the demographic situation in Ukraine, as well as to help guide programmatic and operational decisions; 3) Contribute to the technical assistance work to develop national capacities at the central and local level to use demographic intelligence for evidence-based decision-making in humanitarian response, early recovery and development policies;

Under the overall coordination and guidance of the Ukraine Population and Development workstream, the incumbent will:

• Continuously assess for the latest and best available population intelligence for Ukraine;
• Create and maintain a centralised knowledge repository of population data, reports, studies, surveys, and other related documents;
• Contribute to preparing various materials, including presentations, policy briefs, or fact sheets, to deliver key messages and recommendations on Population and Development to target audiences;
• Contribute to designing and developing high-quality population data visualisations to help monitor the demographic situation in Ukraine, as well as to help guide programmatic and operational decisions.
• Carry out any other duties, as may be required by the management.

The impact of the full-scale war of the Russian Federation against Ukraine, launched on 24 February 2022, will be significant at national, regional and global levels as per initial analysis and forecasts from the IMF and OECD. Today Ukraine is facing its most serious challenges since achieving independence in 1991. The conflict in the east forced more than one million people to leave their homes to save their lives. Recovery and Peacebuilding of the conflict-affected areas, as well as support of internally displaced people (IDPs) are among the top priorities for UN system in Ukraine.

As regard to the living conditions, Ukraine has reasonable health, education and transportation facilities. Ukraine has a mostly temperate continental climate, although the southern coast has a humid subtropical climate.
