The Coalition of Finance Ministers for Climate Action
The Coalition of Finance Ministers for Climate Action (the “Coalition”) was established in 2019 and is based around the six Helsinki Principles, which all countries endorse upon joining the Coalition. The World Bank’s Climate Change Group, along with the International Monetary Fund (IMF), host the Secretariat for the Coalition. The Secretariat brings together people and knowledge from other groups within the World Bank and the IMF in its support for the Coalition’s work.
ROLES AND RESPONSIBILITIES
The Coalition is growing fast and is soon expected to reach 100 member countries. At the same time, members’ expectations towards deepening the Coalition’s work are growing, especially in peer exchange, knowledge sharing, capacity building and impactful policy implementation.
The Extended Term Consultant performing the role of Communicators Coordinator will need to be adept in crafting and executing strategic communication plans that effectively convey the Coalition’s vision and success, while engaging a diverse range of stakeholders. They should also be skilled in managing various communication platforms, from social media to press relations, ensuring that messaging is consistent, impactful, and reflective of the Coalition’s core values and objectives. They must be flexible and able to seamlessly shift to other core functions of the Secretariat as and when necessary.
The role would entail the following duties:
• Co-design and implement the Coalition’s communication strategy, taking responsibility for the Coalition communications and media activities.
• Oversee the continued development of the Coalition’s public-facing website and other communication assets such as social media channels, including rolling out new features and measuring usage.
• Manage the Coalition’s member-only portal, ensuring it meets members’ needs including accessibility, matchmaking of peer learning experiences, and access to knowledge resources.
• Develop communications content and assets based on the Coalition’s reports, workshops, ministerial meetings, and other outputs. This may include blogs, report summaries, data visualizations, infographics, images, and social media posts.
• Seek opportunities to raise the Coalition’s profile in mainstream and climate-focused media, including preparing and distributing press releases, pitching, and drafting op-eds for Co-chairs and members, and organizing podcast and other interviews.
• Support the Coalition’s regular Deputy and technical meetings and support the preparations and follow-up for the Coalition’s biannual ministerial meetings, including preparing written materials such as joint statements, communiques, and event briefs, and with a specific emphasis of communications outputs including for member usage.
• In cooperation with workstream technical coordinators, support Member-focused learning events and workshops.
• Support the onboarding of new members and strategic outreach to prospective members.
Selection Criteria
Minimum Education/Experience
An advanced university degree in communications, economics, public administration, finance, international development, climate change-related fields (e.g., environmental studies), or a related discipline.
The candidate must have at least 2 years of experience working on climate and/or international development issues, with a multilateral or intergovernmental context. Prior experience at the World Bank Group and familiarity with country-led coalitions is a plus.
Other Selection Criteria
• Communications expertise including website management, graphic design, etc.
• Proven ability to co-design and implement communication strategies, specifically tailored to enhance the Coalition’s visibility and engagement with its members and the public.
• Experience in managing communication and media activities, with a focus on serving as the primary liaison for Coalition members regarding all communication matters.
• Demonstrated experience in overseeing the development and management of digital platforms, including public-facing websites and member-only portals.
• Ability to identify and capitalize on opportunities to elevate the Coalition’s profile in both mainstream and climate-focused media.
• Expertise in climate work and familiarity with global institutional processes and major players in the field of climate change.
• Experience working on and in developing countries and/or working in international organizations.
• Effective communication and facilitation skills, with excellent proofing and editing skills to support colleague in external communication.
• Ability to work flexibly on a range of assignments and adjust to a variety of complex evolving tasks to meet tight and rolling deadlines.
• Strong interpersonal skills and the capacity to work in diverse teams, across organizational boundaries, and in multi-cultural environments.
