II. Background and Organizational Context

The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) aims to help ensure that emergency response saves lives and protects people in crisis. OCHA also seeks to enhance the connectivity and coherence between humanitarian and development work, based on the comparative advantage of diverse actors and in support of national and local capacity, towards collective outcomes that reduce risks, needs and vulnerability. OCHA Colombia works to ensure that evidence-based and collective situational awareness informs decisions on humanitarian action, seeking to ensure that streamlined data and analysis is provided to inform a rapid, effective, and principled response. OCHA Colombia works to facilitate sufficient, timely, substantial, predictable, and flexible financing that meets the needs of the most vulnerable people. In accordance with its mandate, OCHA undertakes advocacy on behalf of the most vulnerable people to ensure effective and principled humanitarian action. This advocacy contributes to action that also enhances the protection of affected people.

This position is located in the Office for the Coordination of Humanitarian Affairs in Bogota, Colombia. The Coordination Assistant works in OCHA Colombia’s Coordination Unit, and reports to the Humanitarian Affairs Officer. The Coordination Assistant works closely with the other units of OCHA Colombia and its sub-offices, and liaises regularly with counterparts of relevant national institutions, UN agencies, funds and programmes, non-governmental organizations (NGOs), and donors, among others. The Coordination Assistant reports directly to the Humanitarian Affairs Officer, Head of Coordination Unit.

III. Position Purpose

The purpose of this position within OCHA (United Nations Office for the Coordination of Humanitarian Affairs) is to provide general support to the Humanitarian Affairs Officer in order to help the humanitarian response efforts and facilitate the coordination of humanitarian activities in Colombia This entails a range of responsibilities, including support to thematic working groups and/or mainstream themes, managing information related to coordination, conducting analysis, preparing reports, and facilitating overall coordination with stakeholders. This role may involve collaborating closely with diverse stakeholders such as UN agencies, governmental bodies, non-governmental organizations (NGOs), and affected communities as necessary.

IV. Key Duties and Accountabilities

1.)  Coordination  

  • Assist in coordinating the monthly meetings of the HCT, ICG, and LCT and follow up of action points.
  • Support the work of the ICG, and LCT by providing technical support, among other issues.
  • Assist with the preparation of presentations and reports when required.
  • Ensure communication between the Coordination Unit with field offices; and OCHA units.
  • Support the Humanitarian Program Cycle, specifically related to the HRP response plan process and provide technical support to the clusters in the process.
  • Support logistics and prepare field visits when required.
  • Assist the Humanitarian Affairs Officer in overseeing operational and secretariat processes pertaining to the flagship initiative, including localization, community participation, financing, and other related tasks.
  • Participate with the Humanitarian Affairs Officer in MIRE consortium steering committee meetings to promote coordinated and relevant humanitarian response.
  • Assist in facilitating the follow-up of work plans and fostering effective collaboration with government counterparts, UARIV and UNGRD.
  • Assist with the research and drafting of documents as the HRP response plan, meeting minutes, reports, talking points and briefings, when required.

2.) Other functions according to the dynamics and requirements of the Humanitarian Affairs Officer.

V. Requirements

1)Education

  • Secondary Education is required.
  • University degree in political science, sociology, law, international relations or other related field is desirable, but it is not a requirement.

2)Experience, Knowledge, and Skills

  • Five (5) years of relevant work experience in coordination, humanitarian affairs, and complex emergency environment, for candidates with Secondary Education.
  • Two (2) years of relevant work experience in coordination, humanitarian affairs, and complex emergency environment, for candidates with a University Degree.
  • Experience working with an international organization, or national organization, and familiarity with the UN system is desirable.

3)Languages

  • Fluency in Spanish is required and working knowledge English is desirable.
