Organizational Setting and Reporting Relationship

The position of Treasury Administrator is assigned to the Treasury Services Division within the Treasury Department. You will be based at our Headquarters in Manila, Philippines.

You will report to designated International Staff and senior National Staff.

Your Role

As a Treasury Administrator, you will provide operational and analytical support in carrying out cash management functions, including: (i) assisting in the management of cash in the Operational Cash Portfolio (OCP) to ensure availability of funds to meet financial obligations; and (ii) assisting in the preparation of various cash flow projections report to support funding and investment strategies. The Treasury Administrator also assists in the overall relationship management with ADB’s two main Central Bank counterparties.

You will:

Cash Management and Key Bank Accounts Relationship
• Assist in the monitoring and management of cash flows to ensure availability for ADB’s regular and concessional ordinary capital resources (OCR) operations to meet financial obligations.
• Assist in the daily cash planning/monitoring of the OCP by coordinating with business units and ensuring that daily cash requirements (inflow and outflows) are reflected.
• Assist in the relationships with selected depository banks (the Federal Reserve Bank of New York and Bank of Japan, etc.) regarding account opening requirements, activity analysis, and other matters related to the implementation of policies that directly affect the Terms and Conditions associated to the accounts.

Cash Flow Projection Reports
• Prepare data and information related to the planning and projection of ADB’s short-term and medium-term funds flow of major currencies: historical data of cash transactions and future cash flow items.
• Monitor actual cash inflows and outflows to determine variances in cash position versus projections and makes necessary adjustments to cash projections.
• Prepare and perform detailed review of OCP, cash cushion portfolio , Discretionary Liquidity, and concessional OCR lending cash position reports for Department-wide use in guiding funding/investment strategies and asset liability management. Back up Treasury Officer in presenting key findings of the report during the Weekly Funding meeting.
• Gather data and prepare worksheet required to build the two-year cash flow projections report which is updated monthly and provides longer cash position insights for strategic planning.
• Actively contribute to the cross departmental Thematic Bonds working group by providing data used in the cash reports facilitating the tracking of the initiative.

Others
• Perform activities in support of ADB’s Organizational Resilience.
• Perform other duties as required and reflected in the incumbent’s work plan.

Qualifications

You will need
● Bachelor’s degree in Accounting, Finance, or relevant fields
● At least 5 years of relevant professional experience, preferably with training in Financial Planning and Analysis
● Excellent written and verbal communication skills in English
● Analytical proficiency and strong numerical ability
