In May 2021, UNDP launched a Regional initiative “Climate Change and Resilience in Central Asia (CCRCA)” with financial support from European Union, seeking to improve cooperation and resilience of local and regional stakeholders to the threats and risks posed by climate change. The project will be implemented by UNDP Istanbul Regional Hub for Europe and CIS in the Kyrgyz Republic, Republic of Tajikistan, and Republic of Uzbekistan.
The overall objective of the EU funded and implemented by UNDP project “Climate Change and Resilience in Central Asia (CCRCA)” is to support stability and climate resilient development in Ferghana Valley, a transborder area of Kyrgyzstan, Tajikistan, and Uzbekistan. It aims to (i) improve knowledge of climate-fragility risks amongst stakeholders at local, national, and regional levels; (ii) facilitate risk-informed policymaking and transboundary resource management; and (iii) support practical risk reduction interventions. The Project will target both men and women as well as other vulnerable groups (marginalized, elderly, people with disabilities). The gender responsive approach will consider the structural barriers impacting women’s, men’s and socioeconomically vulnerable groups’ abilities to fully benefit from climate-resilient risk management and will integrate activities to promote gender equality and social inclusion. Further, the gender responsive approach will ensure that women and vulnerable groups have equal access to information and participate in, benefit from, and make decisions about the work of the project.
Duties and Responsibilities:
Scope of Work
The Project Associate will be based in Khujand city, Sughd region (Tajikistan) and overall will be responsible in ensuring the effective implementation, monitoring, evaluation, and learning of project activities to achieve intended outcomes and impact of the above-mentioned project.
The Project Associate will be responsible for the planning and implementation in compliance with UNDP rules and procedures. The Project Associate is accountable to UNDP for the quality, timely documenting results of the pilot measures and formulation of “lessons learnt” to be shared with decision-makers for further replication.
The Project Associate will ensure that climate risk information and warnings are tailored to women and vulnerable groups (children, senior citizens, persons with disabilities and ethnic minorities), and take responsibility for quality preparation of local community-level participatory climate risk and climate change vulnerability assessments and adaptation plans with participation of women and vulnerable groups.
The Project Associate will coordinate the pilot projects with the other local development and climate change adaptation activities to maximize synergies and impact, with local stakeholders and may focus on enhanced sustainable use of water resources, drought management, enhanced land/pasture management, reduced vulnerability to climate-induced extreme events, enhanced and/or resilient livelihoods, ecosystem-based adaptation measures (e.g., afforestation/reforestation). All activities will be accompanied with information and awareness work, and improving climate adaptation capacities of the local communities, with explicit attention to the resilience of women, children and other vulnerable groups to empower them as agents of environmental protection and to secure an equal access to locally generated benefits (e.g., enhanced resilience of livelihoods and households). The Project Associate is accountable to UNDP for the quality, timely documenting results of the pilot measures and formulation of “lessons learnt” to be shared with decision-makers for further replication.
Based on the above the Project Associate scope of work will include the following main sections:
- Programmatic support (project planning, monitoring and implementation)
- Operational support
- Collaboration and partnership
- Any other task as assigned by the Supervisor
Programmatic support (project planning, monitoring and implementation):
- Provide programmatic support in planning, implementing, reporting and monitoring activities within the framework of all four components of the Project;
- Pro-actively contribute to day-to-day project implementation and ensure conformity to expected results and project work-plans;
- Assist with development of the annual workplan in consultation with the National Project Coordinator;
- Assist the Project Manager in preparation of the regular progress reports in line with reporting schedules, as well as any other reports requested by UNDP, donor, Government and/or other stakeholders;
- Support in collecting, compiling, and providing information for preparation of project briefs, presentations, reports;
- Assist in preparation of project official correspondence to all relevant project partners;
- Support the Project Manager in implementing project M&E plan and provide an on-going feedback and technical backstopping and regularly monitor progress towards the identified indicators, if needed;
- Oversee the implementation of M&E activities outlined in the project plan;
- Establish data management systems and procedures to organize and maintain project data;
- Assist in ensuring effective communication and visibility of project interventions and achievements;
- Continuously analyze, record and report on relevant project activities, issues, risks, etc. to ensure the quality assurance of project interventions;
- Support the organization of the meetings, project events and etc.
Operational support:
- Support the Project team with planning and implementing of operational activities in accordance to Project Document.
- Contribute to the preparation of ToRs for consultants, experts and service providers and support in organizing selection, procurement, recruitment processes, as required according to UNDP rules and regulations.
- Assist in organization of different project related events in Dushanbe and Sughd region (e.g. workshops, seminars / training, project Steering Committee Meetings), design agenda, take notes/minutes at meetings and ensure follow up , perform translation when necessary.
- Assist with logistical arrangements for project missions and expert visits, prepare briefing kits and background materials.
- Prepare Travel Authorizations and claims for project staff and consultants.
- Ensure timely delivery of project activities and results in Sughd region.

Collaboration and partnership:
- Work collaboratively in a team environment with other colleagues in UNDP CO and Project team, UNDP Khujand Local implementation and innovation center, as well as project partners in Sughd region to ensure successful implementation of project activities and related M&E and communication activities.
- Support the regular communication with project partners, contractors and beneficiaries to monitor the deadlines, commitments made, actions taken and coordinate collection and submission of partners’ reports.
- Contribute to the effective cooperation and partnership with sub-national government partners, civil society institutions, other development programmes and agencies active in the targeted areas in relation to project activities.
- When requested by supervisor take part in meetings and events organized by UNDP and/or other partners, including government.
- Assist in preparation of Note Verbal and other official correspondence to all relevant project partners.
- Provide inputs in the development and producing knowledge products, i.e. case studies, success stories, lessons learnt reports, press releases and etc.

Required Skills and Experience
Education:
- Secondary Education is required. OR
- University Degree from the recognized University/Institution in environmental policy, climate change, disaster risk reduction, economics and business relations or related fields will be given due consideration but is not a requirement.
Experience:
- A minimum of 6 years (with Secondary education) or 3 years with bachelor’s degree in providing technical and/or administrative and financial support to the programs/projects focused on climate change, or relevant fields, including the ability to manage conflicting priorities and tight timelines is required.
Required Skills
- Excellent computer skills, including full command of text and spreadsheet programmes, data bases and web-based communication tools.
Required Language(s)
- Fluency in English and Russian is mandatory.
- Knowledge of Tajik would be considered a strong advantage.
Institutional Arrangement
The Project Associate will report to the Project Manager of the two projects mentioned above. The Project Associate will work closely with the staff of both projects including relevant project teams in UNDP Country Offices in Kyrgyzstan and Uzbekistan.
