Responsibilities:

 

The United Nations Assistance Mission in Afghanistan (UNAMA) is mandated by Security Council Resolution 2626 (2022) which was extended under Resolution 2678 (2023). This mandate tasks UNAMA with the promotion and support of humanitarian assistance in line with humanitarian principles, human rights, equality for women and girls, inclusive governance, resilience, and economic stability, and with the use of our good offices for principled and constructive engagement with all national, regional, and global stakeholders in the pursuit of Afghanistan’s peace and stability. UNAMA reaffirms its strong commitment to the sovereignty, independence, territorial integrity, and national unity of Afghanistan; as well as its continued support for the people of Afghanistan, within the framework of the UN Charter and other international laws and instruments. Within the delegated authority and under the overall supervision of Chief Field Technology Section (FTS), the UN Volunteer Information Management Officer (Data Analyst) will undertake the following tasks:

• Perform as Team Leader for Information Management Unit (IMU) Records Management (RM) and Data Analytics Team;
• Contributes to the collection and analysis of data as well as identification of trends or patterns, and provides draft insights through graphs, charts, tables and reports using data visualization methods for data‐driven planning, decision‐making, presentation and reporting.
• Documents requirements and background information used for data analysis.
• Analyze and classify this data based on its sensitivity and the subsequent implications for information security, and then follow up to ensure that all data has proper mitigations in place.
• Consolidate operational information using all available data sources on a regular schedule to provide reports to Information and Communication Technology (ICT) management.
• Recommend processes and tools to assure ongoing quality and integrity of data and data analytics including the latest usage of Technology.
• Produce quality data visualizations, infographics and maps from relevant data sources on a regular basis for analysis, communication, and accountability purposes.
• Provide training on data collection and input, information systems and standards to colleagues, which may include visit of field offices to provide training and technical support as well as online training.
• Supervise and mentor local personnel in operational tasks related to information Management, data, and data analytics.
• Coordinate and supervise the daily work of RM Clerks within delegated authority; Prepare drafts of file plans / folder structure for UNAMA offices in compliance with the UNAMA, UN File Classification Scheme (FCS) and UN Peacekeeping Operations Retention Schedule for approval of the Chief FTS and Chiefs of relevant offices;
• Lead the implementation of an electronic records management system using SharePoint Online by ensuring that electronic records are accurately captured and managed in the system during the roll out in the respective sections;
• Participate in the implementation of UNAMA electronic recordkeeping systems: Enterprise Content Management (ECM) system; and provide technical assistance, configuration O365 product (One Drive, MS Teams, and SharePoint Online);
• In coordination with the Chief FTS advises on and assists in the digitization projects of active/ semi-active and non-current records; Including the initiative of paperless office environment with possible IT solution and tools;
• Coordinate and participate the inventory of UNAMA active records and further periodically review to ensure compliance with established file plans;
• Provide training services on all aspects of records management programs and digital business transformation process;
• Provide relevant IM assistance and advisory services for the identification of institutional memory and Knowledge Management platform for UNAMA staff members, including technical support;
• Coordinate a network of RM Focal Points within the Mission and provide technical assistance in the migration of files to the ECM SharePoint Online;
• Provide technical assistance on the following UN Systems, i.e. Field Support Suite; COMET; SharePoint Online, One Drive for Business, MS Teams, Blue page Contact directory, Umoja etc.
• Provide assistance to the Records Management Team with regards to receipt, appraisal and management of collections of inactive records;
• Provide Information Management related report, including the data extracting from the Business Objective, cleansing, analysis and visualization as per the request from sections;
• Support advocacy initiatives on volunteerism;
• Facilitation of knowledge building and knowledge sharing;
• Promote/Organize advocacy initiatives on volunteerism

the field of records and information management (*progressively responsible experience), with a combination of relevant certification/diploma or other academic qualifications/training in records and/Business Administration is required.

Must have Excellent Technical documentation and writing experience as well as presentation and excellent communication skills (to both technical and non-technical audiences, written and verbal).
Ability to analyze and synthesize complex information and business processes related to records management.
Essential experience with file classification schemes, relational databases, and Knowledge/Information/Records Management.
Fully proficient in Microsoft Office, Internet, Adobe Acrobat, and advanced applications; knowledge of digital transformation and automated information systems.
Proficiency in SharePoint Online Administration is desirable.
Strong computer literacy, including database management.

Minimum 2 years of professional experience; experience with Project Management and international organizations like the UN is an asset.

Afghanistan is a hardship duty station with a volatile security. Living and working conditions for UN volunteers in UNAMA are similar to the living conditions of all other internationally recruited staff members. UN volunteers are provided with safe accommodation in an extensive compound in Kabul with good infrastructure and amenities. Generally speaking, stringent security measures are in place throughout the country and UN volunteers as other UN staff, are quite limited to duty stations when it comes to movement. The single unit accommodation in UNOCA and other field locations are fully furnished.

Inside the UNOCA compound are two cafeterias, a restaurant, a Supermarket and 3 small shops which provide a variety of imported canned and frozen food on offer. There is a Fresh vegetable market daily. There is also a social center, a gym hall and a small library with books, run by the welfare Office, within the same compound. UNOCA has a new minimarket where basic goods can be bought also.

Some degree of medical service is provided in all UNAMA duty stations. There is a UN clinic in UNAMA/UNOCA complex, and access is granted in Kabul to other private international clinics (when needed).
